In the framework of a multilateral commitment towards the promotion of peace and security in Africa, GIZ - German Development Cooperation aims at contributing towards the implementation of the Pact on Security, Stability and Development in the Great Lakes Region signed by eleven Heads of States in Nairobi in December 2006. It therefore continues the ongoing support of the International Conference on the Great Lakes Region (ICGLR) which has been operational since the end of 2004.
Component 2 of the technical cooperation program “Support to the International Conference on the Great Lakes Region” focuses on the support of the ICGLR Regional Initiative against the illegal exploitation of Natural Resources (RINR). The ICGLR Conference Secretariat (CS), based in Bujumbura, has defined six tools aimed at enhancing transparency in the mineral sector of the Member States (MS) :1) establishment of a certification mechanism for selected minerals, 2) harmonization of MS laws and regulations, 3) development of a database on mining statistics of all MS, 4) Balance of trade volumes with financial flows recorded by EITI, 5) set-up of a whistle-blowing mechanism, and 6) formalization of artisanal mining. The GIZ program supports the CS with the development and introduction of these six tools in the national policy of the MS.
A - Responsibilities:
Under the direct supervision of the program manager, the expert has the following functions and responsibilities:
  • Provide support to the Head of Component 2 in coordination, management and delivery of the program according to program goals, team agreements and or/consultations with the supervisor;
  • Provide professional advice on the development and implementation of the Regional Initiative on Natural Resources;
  • Communication and cooperation with a broad range of actors and target groups;
  • Knowledge management as well as transmission of information.
Within this context, s/he fulfills the following tasks:

B.I – Advising and consulting
  • In close coordination with the supervisor, contributes to the preparation and implementation of the program’s activities for component 2;
  • Supports the program with technical advice regarding the development and implementation of the tools in the MS;
  • Contributes to the conceptualization and preparation of workshops, seminars, and other events on subjects related to the Regional Initiative on Natural Resources;
  • Proposes relevant priority program activities in cooperation with partners;
  • Reviews documents, letters and memoranda received from partner organizations and provides briefing to the Program Manager;
  • Develops communication supports on topics related to the Regional Initiative, such as presentation documents or updates for the ICGLR website;
  • Performs other duties as assigned within the context of the programme
B.II – Networking and cooperation
  • Co-operates and supports regular dialogue with the CS, the ICGLR National Coordination Mechanisms and relevant Ministries in the MS;
  • Promotes partnerships and strategic alliances with organizations relevant to the attainment of the program’s objectives;
  • Enhances collaborative relationships with organizations and individuals specialized in the field of trade in and exploitation of natural resources
B.III – Knowledge management
  • Maintains updates on relevant political developments and emerging issues linked to the Regional Initiative, and transmits information;
  • Researches and compiles relevant data on topics related to component 2 of the program;
  • Prepares appropriate input to the various program reports including annual progress reports; contributes to other reports required by the program manager and the GIZ Headquarters.
B. IV Management and coordination
  • Supports general program planning, including inputs to planning exercises, monitoring of activities, quality management and documentation of program activities;
  • Assists in defining terms of reference, selection, and supervision of contracted third parties in carrying out activities, including performance evaluation;
  • Assists in preparing budgets for key events and related financial documentation;
  • In the absence of the component manager, undertakes appropriate actions to facilitate continued operation of the program.
C – Competencies
  • Professionalism – knowledge of issues related to natural resources governance, sustainable development, peace and security and good governance as well as good understanding of the security, social and political challenges faced by the ICGLR MS;
  • Practical experience in project management and administration; good research, analytical and problem solving skills including ability to identify and participate in the resolution of issues/problems;
  • Planning and organizing - ability to establish priorities and to plan, coordinate and monitor own work plan;
  • Communication - good verbal and written communication skills as well as ability to draft/edit a variety of written reports, studies and other communications and to articulate ideas in a clear concise style;
  • Technology awareness - fully proficient computer skills and use of relevant software (MSOffice) and other applications;
  • Teamwork - good interpersonal skills, ability to establish and maintain effective partnerships and working relations in a multi-cultural environment with sensitivity and respect for diversity;
  • Travel – willingness to travel frequently within the African Great Lakes Region and internationally.
D – Key Qualifications
  • Education: Advanced University degree (PHD, Master’s degree or equivalent) in International Relations, Political Sciences, Development Studies or related areas;
  • Experience: At least three (3) years of international work experience in mineral sector governance, preferably in the Great Lakes Region;
  • Good understanding of issues related to the exploitation of and trade in mineral resources in the Great Lakes region;
  • Knowledge of key stakeholders as well as state institutions in charge of regulating the mining sector;
  • Awareness of international transparency initiatives aiming at improving governance in the mining sector (e.g. EITI, ITRI, OECD Due Diligence Guidance) as well as national efforts to establish certification mechanisms of natural resources;
  • Languages: For the post advertised, fluency in oral and written English and French is required. Knowledge of other languages (preferably German or Swahili) is a plus.
