Programme Manager - Regional Strategic Action Plan(RSAP)

The SADC Secretariat invites suitably qualified, experienced, innovative, result oriented and self-driven individuals who are nationals of SADC Member States to apply for the following position under the Regional Strategic Action PlanProgramme tenable at the SADC Secretariat Headquarters.

Regional Strategic Action Plan(RSAP) Programme Manager

  • Overall Purpose of the job: To provide strategic guidance and advice to the subject matter specialists in the Regional Strategic Action Plan Technical Unit.
Main duties and Responsibilities:
  • Acting as the deputy of the SADC Water Division in the absence of the Senior Programme Officer
  • Managing and coordinating the RSAP programme. This includes coordination of the prioritised annual RSAP Management and Implementation Plan
  • Organise and provide strategic guidance in internal think-tank workshop for planning and management of the RSAP III and emerging issues
  • guiding and advising the RSAP Programme Management Support Unit (PMSU) through the Monitoring and Evaluation Specialist in his/her capacity as the Manager for the Programme Management Support Unit
  • guiding the Administration Unit
  • synthesising lessons learned of the RSAP based on inputs from the RSAP Technical Unit and the RSAP Programme Management Support Unit PMSU
  • reporting on progress of the RSAP to the Senior Programme Officer
  • Responsible for organising and reporting to the Water Strategy Reference Group ( the Water Sector ICP Thematic Group)
  • In close collaboration with the Senior Programme Officer, and in liaison with the Policy Planning and Resource Mobilisation Directorate resource and mobilise for the implementation of the RSAP III
Qualifications:
  • Master’s degree in a water related field (Civil Engineering, Water Resources Engineering, Groundwater Engineering, Water Resources Management, Hydrology, Hydrogeology etc.) or Economics, other similar field.
Experience:
  • At least 15 years practical experience in management position in any of the above fields, with some of that Experience in working with SADC Member States Governments
  • Experience of dealing with International Cooperating Partners is required hence expertise in diplomacy and international relations
  • Practical knowledge and experience in transboundary water negotiations
  • Knowledge and experience in programme and process management
  • Understanding of the SADC water sector, its programmes, Instruments of cooperation and initiatives is essential
  • Experience from working with SADC Secretariat or other regional organisations will be an asset
  • Experience gained in international organisations and/or funding agencies will be an advantage.
Other Skills Requirements:
  • Computer literacy: excellent command of MS-Office and other related relevant packages
  • Knowledge of French or Portuguese will be an added advantage
Duration of the Contract: 20 months
Remuneration: All inclusive cash based of at least Euro 7500 per month (All inclusive package)
