Programming, Monitoring and Evaluation Manager, Lilongwe, Reports to : Imprest Administrator, Duration: To August 2015 renewable

To support the Imprest Administrator, FIDP and its programme and projects in the full range of Programming, monitoring and Evaluation services

Provide guidance on viable and feasible agribusiness projects, Coordinate preparation of Programme Estimates, Establish and maintain a database for all programmes and projects so that schedules can be developed for the timely monitoring and evaluation of critical activities, Assist with the preparation of annual workplans and budgets and quarterly activity plans, Develop and implement a monitoring systems for use with and by the participating communities, Provide information to management on programme activities, Monitor the progress and evaluate achievements of the programme, Produce regular feedback to management and district level staff on programme results, Undertake formal quarterly progress monitoring and evaluation studies to determine compliance with all Programme estimate commitments and EU guidelines, Develop solutions and programme timetables for all programmes and projects where recommendations have been made, Design and develop standard
training materials  (Briefing notes, handouts, visual ads etc) so that the M&E section is able to deliver training and capacity building when its is needed, identify M&E training needs in all programmes and projects, develop a schedule of activity and deliver training, Conduct sector-based impact assessments to quantify and quality the benefits of different project types and feedback to sector and project managers, Undertake all other duties and responsibilities commensurate with the role ad level of this job as may be requested by the Imprest Administrator or a nominee

A minimum of Masters Degree in Agribusiness, Agricultural Economics, Statistics, monitoring and Evaluation or other relevant disciplines, A minimum of 10 yrs experience in design and implementing M&E activities – theoretical and practical knowledge of M&E methodologies, A good understanding o development issues, and the modality and mechanics of donor support of other agencies, Experience with the EC logical framework and Project Cycle Management will be an advantage , A minimum of 3 yrs experience in coordinating or managing private or public agribusiness related projects or initiatives

A high level of computer literacy in MS Office applications Statistical package such as SPSS, E-viewer and Epi-Info and data analysis and reporting qualities are essential, Presentation, instruction and training skills – probably gained from attendance on a week-long Train the Trainers course, Programme management and financial management skills, Strong command of written and spoken English, and high level report writing
