CAMRIS seeks a Senior Advisor, Monitoring, Evaluation, Research and Learning to support USAID/Malawi’s upcoming One Community activity to help mitigate the impact of HIV, reduce HIV incidence, and improve clinical outcomes among targeted priority populations through comprehensive community-level activities. Additionally, the One Community activity aims to prevent new infections among targeted Malawian priority populations to enable them to achieve their maximum potential as individuals and citizens of Malawi.
Duties and Responsibilities
- Improve community-based program through the application of ME&L. There are two main related components: the evaluation and learning agenda and improving project performance.
- Work to build on existing evidence based approaches to reach the targeted priority populations.
- Include ME&L as a core component of interventions, and measure how specific interventions Implemented contributed to prevention, care, and child development and protection outcomes. In addition to proposed operations research under the project, the Recipient will collaborate with an external evaluators impact evaluation design
- Develop a plan to generate and disseminate knowledge to strengthen implementation of project.
- Work closely with the GOM to implement a knowledge management strategy to disseminate research and evaluation findings, use these findings to improve programs on a continuing basis, and ensure the exchange of best practices and lessons learned. This includes program monitoring information systems that are available for review, use, and advocacy by the targeted priority populations.
Required Qualifications:
- The proposed candidate must have experience analyzing quantitative and qualitative data, working with similar projects and knowledgeable on reporting procedures, best practices, guidelines, and tools for monitoring and evaluation.
- S/he must have demonstrated experience in the design and implementation of rigorous qualitative and quantitative research and evaluation studies to IRB standard.
- The Senior Advisor, MERL must have at least 10-15years’ experience in international public health, with at least three years working in HIV/AIDS.
- S/he should have demonstrated knowledge and understanding of the current scientific literature and state-of-the-art in HIV/AIDS programming.
- A Master’s degree in public health or a related field (e.g. international development; evaluation research; bio statistics; economics) is required, with a terminal degree preferred.
- S/he must have strong writing and organizational skills for monitoring and reporting on program and study results.
- S/he must have demonstrated skills in English at IV or the equivalent.
