Reports to Country Director
Staff reporting to this post – Active Citizenship Program Manager/Livelihoods and Resilience Manager/Transformative Women’s Leadership Program Manager/Monitoring Evaluation Accountability and learning Coordinator/Media and Communication Coordinator (total 5 posts)
Participate in the country management team, Deputise for the CD
Working within Oxfam in Malawi’s OCS, provide strategic oversight and advise to the three program leaders (governance and Active Citizenship/Transformative Women’s Leadership and Livelihoods resilience) support them with strategy development, the development and roll out of key activities and issues and providing the link between the local to regional to continental to global interface, Advise the 3 PMs on complex and diverse policy issues that impact on the programme in Malawi, Adopt a “thought leadership” attitude, stay up to date with the latest thinking, oversee organised research and analysis and spend time in reflective consideration to develop a comprehensive understanding of poverty and inequality in Malawi, and ways of addressing these, Play an active role in drawing on learning from across Oxfam and external sources and sharing evidenced based learning with others, Ensure that all programs in Malawi – in design and implementation –
are informed by the critical consideration of Women’s Rights, Contribute to and maximise use of the knowledge networks to share strategic thinking and learning more widely as well as within the Country Team to ensure that programming builds on learning and is evidence based, innovative and agile to respond to opportunities for change, Support and advise the process of developing policy positions on the three board thematic areas which form the focus of the OCS
Champion the transformation of the programme to the new ways of working, promoting new thinking, innovation, piloting, ensuring staff understanding of the critical aspects of the programme and its approach, Lead program design and planning to deliver the Malawi strategy taking into account the desired program approach, some contextual issues as well as existing opportunities for change and risks, Deliver demonstrable impact through influencing and advocacy based on Oxfam’s experience in order to bring about policy and practice changes, building on existing confederation capacity, Proactively ensure that women’s rights are embedded across the entire Malawi program, defining very clear outcomes and ensuring adequate capacity among staff and partners to deliver the outcomes, Ensure that a sound and robust program quality and learning systems is in place that is an integral part of program design and provides adequate information for monitoring, Ensure
that the necessary multi-layered reporting requirements are met by clarifying reporting expectations and ensuring the building of capacity at partner level for all types of reporting, Maintain contact with authorities and other agencies and ensure that Oxfam complies with relevant legislation and that its activities are understood and publicised, Ensure program compliance with Oxfam’s finance and funding guidelines, Lead the fundraising process for the programme ensuring development of quality proposals, engagement with donors, and in collaboration with the funding and finance team maintain donor contracts and reporting, Ensure effective implementation of our humanitarian mandate at the preparedness and resilience level
Resource Mobilisation and Management – Working closely with the Country Funding Manager, and the 3 program leads, maximise fundraising from diverse institutions, both local and international, Working with the Business Support Manager and the 3 program leads, ensure that the program budget is properly managed and accounted for, in line with corporate policy and donor’s requirements
People Development and Management – Line manage the 3 program leads, MEAL and the Media and Comms ensuring that these posts and the processes associated with them (HR life cycle from pre recruitment to the separation process) are in accordance with Oxfam’s policies and procedures, including but not limited to the Code of Conduct, Performance Management, Security, Health and Safety and local legislation, Ensure that staff that she/he line managers are exposed to personal development opportunities for learning and sharing and that a robust talent management system is in place, Creates and supports an environment which results in strong partnerships, influence, knowledge sharing and innovation
Communicating Oxfam GB’s work – Manage Oxfam GB’s contribution to Oxfam International (OI) work, Represent and develop good relationships with donors, official authorities and other agencies, be proactive in ensuring that Oxfam develops and maintains a positive profile, Ensure effective communications about programme impact with stakeholders within and outside Oxfam
Behavioural and Workplace Competencies – Drive to achieve results, Organisational awareness, Knowledge management, Managing emotions, Self awareness, Respect for others, Developing others, Facilitating change, Support and promote women’s rights
Proven senior management experience with evidence of decision making, managing multifunctional work tams and a critical focus on the delivery of agreed results within time and budget constraints and to expected standards, Proven experience as a team worker and demonstrably cooperative with members of other teams
A post graduate Degree in Humanities, Development, international Politics
