Technical Manger for Literacy Program- known as Malawi Literacy for Empowerment through Action Research and Networking (M-LEARN) – World Vision International 

M-LEARN is a context responsive program designed to promote age appropriate literacy through local and strategic partnerships, It is designed to influence quality of instruction, learning and education management, It is an integrated project that addresses gender dynamics in access, retention and completion of Early Childhood and Basic education in 26 districts of World Vision’s operation, Anticipated outcomes of the program are 

Improved teaching and learning in schools – including ECD (CBCC), Children (especially girls) have conducive learning environment, Children (especially girls) are retained in school 

Position is responsible for overall technical leadership of the literacy program, The incumbent will develop and enforce implementation standards across 37 programs in the country, She/he will lead development of staff skills for quality implementation of the project. She/he will initiative and/or strengthen strategic networks with the govt and CSOs, She/he will lead in learning and innovation in literacy, Specific roles are shown below 

Program Management and Reporting – Setting and enforcing sector standards to be adhered to by implementing staff and partners, Approve capacity development plans and products developed by the Zonal Literacy Coordinators as part of program implementing in the Zones and Area Programs, Developing easy to use tools, models and protocols to aid in program implementation, Conduct periodic field monitoring to ensure planned activities are being implemented on budget, time and at recommended industry standards, Producing consolidated annual/semi-annual National Report for the Technical Program, Work with the Strategy and Governance Associate, D,M&E Manager and other Technical Managers, to compile the Annual Child Wellbeing report for review and approval by the Senior Leadership Team (SLT)

Program Development and Resourcing – Ensure that the Literacy Program is adequately funded and sported with the appropriate technical capacity, Work with the Area Program Managers to determine the funding deficit and needs of the various locations, work with the Grants Acquisition Director to establish donor linkages, develop and market fundraising products (concept notes, Proposals etc) and acquire extra (Non Sponsorship) financial support for the Program 

Learning and Innovation – Lead in the sector specific and/or integrated research and learning initiatives, Generate and disseminate innovations in consultation with the Knowledge Management Coordinator, Investigate, document and disseminate promising practices coming from the implementing of the M-LEARN program

Strategic Networking and Liaison – Lead in strategic networking with donors, the govt and Non State Actors in the literacy/Education sector with a view to profiling WVM’s work in the sector, Establish mutually  beneficial working relationships with strategic partners at the National level, Work with the Advocacy and justice for Children Director to advocate for enactment for repeal/review of policies necessary for literacy promotion in the country 
Staff Care and Growth – Provide Coaching and Mentoring of Technical Program staff including reviewing their annual Performance Agreements and Annual Appraisals in collaboration with their respective supervisors 

Qualifications – Incumbent shall have a minimum of Masters Degree in Education (planning, management and/or quality assurance) with 5 yrs of work experience (at senior level) with an International Non Governmental Organisation 
Preferred - Leadership and Team Work abilities, Project management and design experience as well as project implementation and monitoring and evaluation, Excellent interpersonal, organisational, time management, demonstrated leadership and good management ability, Strong English communication skills (oral and written), Strong detail orientation and negotiation skills, Computer literate in internet, MS Word, MS Excel, MS PowerPoint, Experience in working with major donors and govt donor agencies, Cross-cultural sensitivity, flexible worldview emotional maturity, Capacity to function well in a team and contribute effectively to team efforts, Proven networking abilities at local and international levels
