Imprest Accounting Officer, Lilongwe, Accountable to The National Authorising Officer, Ministry of Finance, Economic Planning and Development through the Director of the Department of Agricultural Extension Services, Immediate Supervisor : The Director of Agricultural Extension Services , Duration: To August 2015 renewable contract


Develop, implement and maintain financial systems, procedures and policies in compliance with the European Development Fund so that all project and contractual financial commitments are met.  She/he will be responsible for providing effective financial management system, for accurate and timely financial reporting, and ensure effective utilisation and accountable for the programme financial and non-financial resources and ensure compliance with the programme internal controls and EDF processes and procedures, local laws and other relevant regulations

Develop, operate and maintain an effective and transparent financial management and accounting system, Draw up the financial and contractual parts of the programme estimate, Jointly with the Imprest Administrator submit the programme estimate, Addendum and budget reallocations to the programme estimate, to the NAO and EU delegation through the PSC within the required timeframe for approval, Verifies the existence of adequate and reliable supporting documents for commitments, payments, replenishments, addendum, budget reallocation and closure of the Programme Estimates, Verifies the correct application of contract and grant award procedures, Verifies the contractual and financial details of each invoice, payment request and interim of final itemised statement of account submitted by the imprest administrator before making any payment, Management of the payroll be ensuring that remuneration in accordance with the approved salary grid applicable in all EU
funded projects and Terms and Conditions of Employment, Maintain controls over the inventory of materials and equipment and where appropriate, inventories of stock financed by the project or programme, Prepares and draws up requests for payment of the advance-financing for replenishment and for closure, Minimise ineligible expenditure by ensuring strict adherence to procedures, Preparing project accounts in readiness for timely audits by a reputable auditing firm recruited by EU Delegation and be able to  analyse and review audit reports and assist external auditors on all activities related to audit, Carry out regular review of the programme accounting system to ensure that it is up to date, Assist in preparation of implementation reports as required, Manage cash flow and review of monthly bank reconciliations, Regular monitoring of budgets against expenditure, Maintain accurate and traceable schedules for VAT and timely remittance of PAYE and
Withholding Tax to the Malawi Revenue Authority, Undertake all other duties and responsibilities commensurate with the role and level of this job as may be requested by the Head o Unit-NAO and Imprest Administrator, FIDP TOP UP

Minimum of 2nd University Degree (Masters) or 1t University Degree, (Bachelor) plus professional qualifications such as ACCA, CIMA, CIPS etc At least post qualification experience in a relevant field, 3 of which must be in management level

Highly numerate with an ability to identify trends, errors and non compliant accounting practices, Ability to scrutinise service, supplies and works contracts and reconcile transactions with them, An understanding of sector specific issues, Outstanding customer service skills, Advanced computer skills and knowledge of proprietary accounting software, Strong command of written and spoken English
