1. Chief of Party – Project Concern International Malawi
Strong clinical and mentoring sills, Demonstrated experience in the management of USG-funded programs and knowledge of financial rules and regulations at a senior level, Minimum 5 yrs of senior level management of HIV/AIDS grants, The selected candidate will be a public health clinician, i.e. nurse or physician, and/or have a Masters Degree in Public Health with ample experience in Health Service Strengthening
Liaise with MDF, MOH, Camp Commanders and other stakeholders as appropriate, Manage the project budget within approved spending levels and ensure project expenses are reasonable, prudent and spent in accordance with donor rules and regulations, Coordinate and supervise the work of short term consultants and university interns, Ensure proper technical capacity of staff to provide high quality technical assistance, Supervise a team of national staff in close collaboration with PCI’s Technical Advisors in the areas of HIV, Gender, M&E and Grant Management, Promote sustainability of project activities with effective networking, linkages to other programs, capacity building of project staff, and institutional strengthening of implementing partners and community based organisations, Ensure timely, high quality and complete submission of work plans, programmatic reports, financial reports, and any other reports required by the donor, serve as the primary
point of contact and collaboration for the team and in-country stakeholders, including the USG, MDF and other key stakeholders, Ensure grant management compliance for the project with USG and PCI regulations, Design strategies, partnerships and innovations in a gender-sensitive manner, Ensure adherence to global technical standards and best practices, serve as the team lead for the project and ensure strong communication and coordination with and between all team members as a means to effectively achieve program objectives, Direct and oversee grant implementation and quality assurance
2. Biomedical Coordinator – Project Concern International Malawi
To support the implementation f a comprehensive HIV prevention, treatment, care and sport program in the Malawi Defence Force (MDF), Working under the direct supervision of the Department of Defense HIV/AIDS Prevention Program (DHAPP) deputy Chief of Party, the Biomedical Coordinator will strive to enhance the capacity of MDF Biomedical Officers and work with thematic mentorship teams to plan and implement the scaling up and quality improvement of HTC, TB/HIV integration, PMTCT, ART, cervical cancer screening and Voluntary Male Medical Circumcision (VMMC) services in MDF clinics. The Biomedical Coordinator will develop training plans in collaboration with MDF to strengthen the capacity of clinicians to deliver HIV/AIDS services, provide clinical mentoring, doing patient flow analysis, strengthen adherence support and referral systems, and assist health care providers with case finding and strengthen entry points to increase the number of clients tested
and referred for care and treatment, The Biomedical Coordinator will participate in joint on–site training and supervisory visits to MDF clinics and also assist in the development of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms and other necessary tools
Bachelor Degree or Diploma in Clinical or Public Health, Expertise in HIV/AIDS and Tuberculosis service delivery services, Experience in systems and quality improvement, 5 yrs of clinical experience and conducting training and clinical mentorship, Experience working at the district level in MOH health facilities
Starting date for both posts May 1, 2015
