CARE is seeking an Assistant Country Director (ACD) for Program Support & Finance in our Mozambique office to provide leadership and direction for all Country Office (CO) program support administrative processes. The Assistant Country Director (ACD) for Program Support & Finance is responsible for ensuring cost effective, timely and compliant administrative support processes and oversees procurement & inventory, logistics, fleet management, Sub-Office Administration, IT and general administration. S/he provides the day-to-day guidance and supervision to the CO Finance Manager to ensure quality financial management, reporting, budgeting, banking and cash management. S/he is responsible to ensure that program support services are provided in a manner reflecting a focus on customer satisfaction with expectations of quality, effectiveness, responsiveness and flexibility according to need and requirements of our Programs (including Emergency) and our internal and donor policies, procedures and controls. S/he coordinates support to internal and external audits. CARE Mozambique views Program Support & Financial Management as an integral foundation of our programming; the ACD PS&Fin is expected to contribute to strengthening the integration of program support with program in our efforts to ensure more effective and deeper program impact. The ACD fosters a values-based organizational culture, ensuring good internal controls and conscientious stewardship of an annual budget of $8-$10 million. Responsibilities:
Staff Supervision, Coaching and Team Building.
Effective, efficient and compliant administrative support services in procurement, inventory and fleet management
Effective, efficient and compliant financial management support; budgeting, transaction processing, expense reporting, financial analysis.
Oversee CO Compliance and Risk Management functions
Supervise the IT processes of the CO to ensure that services are delivered efficiently and effectively to clients in all Sub-Offices.
Security
Update, maintain and manage all CO security and evacuation policies and procedures and keep abreast of security issues within CARE's operating areas Requirements:
Bachelors Degree in Administration or Finance, Masters in relevant field preferred
A minimum 5 years in a senior Program Support management position, with at least two years experience working in Africa region.
Fluent English (written and verbal)
High level Portuguese (or demonstrated ability to learn, by knowing Spanish or French)
Good IT skills and knowledge of diverse software systems, including People Soft
Advanced budgeting, Financial and administrative management skills
Strong coaching, mentoring, training facilitation, and team building skills
