Position Summary
Futures Group is seeking a Gender Programme Advisor to join our Health Policy Project (HPP) team in Malawi. The Gender Programme Advisor will contribute to HPP’s work by providing technical assistance, coordination, and capacity-building support to the Department of Gender Affairs within the Ministry of Gender, Children, and Social Work (MOGCSW). In particular, he/she will undertake policy and data analysis, support the coordination functions of the Department within and outside the Ministry, support the development, update, and/or implementation of policies and strategic plans, and support the development of the gender component of the MOGCSW Monitoring and Evaluation framework. The Gender Programme Advisor may divide some of his/her work time between HPP’s office and the Department of Gender Affairs’ office. The Gender Programme Advisor will report to the Senior Policy and Advocacy Advisor of the Health Policy Project’s Malawi field program. Location for this position is Lilongwe, Malawi. Only persons legally eligible to work in Malawi will be considered and no expatriate benefits are associated with this position.
Key Responsibilities
• Lead HPP Malawi’s work with the Ministry of Gender Children and Social Welfare (MOGCSW), in liaison with the Senior Policy and Advocacy Advisor and HPP technical advisors from the project’s headquarters.
• Provide technical assistance to MOGCSW to strengthen the capacity of the Department of Gender Affairs in gender policy development and advocacy and the MOGCSW to develop and update national gender policies, standards, and guidelines.
• Provide technical assistance to the MOGCSW to assess gender based violence (GBV) policies, plans, and programmes to identify policy and program coverage and gaps.
• Support the Department of Gender Affairs in developing a gender component of an integrated Monitoring and Evaluation framework, and support its implementation.
• Provide assistance to the Department to review its current processes for policy and program coordination, and improve or establish new processes as needed.
• Lead the planning and organizing of meetings, workshops, and trainings related to HPP’s work with the MOGCSW.
• Represent HPP in gender-related meetings with partners and stakeholders, including national technical working group meetings.
• Work with the HPP team to draft quarterly, semiannual, and annual activity reports and document success stories to showcase HPP Malawi work.
• Contribute to proposal writing and identification of new programme opportunities in Malawi.
• Collaborate with the Family Planning & Population Programme Advisor to coordinate Gender/HIV related work with population activities in Malawi to ensure synergy and integration of HPP activities.
• Other duties as assigned.
Qualifications
• Master’s degree or higher in social sciences, public health, development studies (or a related field), with a specialization in or coursework related to gender.
• A minimum of 7 years of work experience required.
• Understanding of governmental structures and processes in Malawi; understanding of current gender policies and programmes in Malawi desirable.
• Knowledge of relevant literature related to topic area.
• Sound knowledge of methodologies used in data and policy analysis; appropriate computer skills necessary to conduct data analysis.
• Strong interpersonal and networking skills, ability to work well with government counterparts, consultants, and within a cross-cultural and virtual team.
• Demonstrated skills in capacity building, mentoring, and organizational development.
• Prior experience working with USAID-funded programs is preferred.
• Fluency in English required.
• Strong written and oral communication skills. A writing test may be administered during the interview process.
• Only Malawi nationals or those authorized to work in Malawi will be considered. No international benefits will be offered.
Physical Demands
• Regularly required to stand or sit, and move about the facility.
• Some travel may be required.
Work Environment
