The Senior Technical Advisor position is based in Malawi.
The Advisor will provide technical guidance, strategic direction, and coordination for PSM activities, and will work closely with the NTP staff on all related Global Fund activities. This will include coordination with other implementing partners, Health Office staff, USAID teams, USG agencies, and other donors.
During the past year, there have been many significant changes at the GF, resulting in the development of a new funding model. In response to these changes, IUATLD will hire and place Technical Advisors at the National Tuberculosis Program in selected countries to promote successful implementation of GF grant(s), access new funding through the new funding model (NFM), and improve grant performance for the PSM components. The Advisor will provide high-quality in-country Technical Assistance (TA) in the field of TB and PSM under the “umbrella” of the GF funding.
ROLES AND RESPONSIBILITIES: 1. Assist the country with preparing for the GF’s new funding model o Participate in the national TB program review while specifically focusing on PSM issues and how they can be resolved o Work with the NTP to assist with the development or review of the National TB Strategic Plan o Work closely with the NTP to prepare for the country dialogue and planning for the submission of the concept note 2. Track the progress of GF grant implementation, and follow PSM issues closely o Follow the Global Fund grant(s), review grant data, and identify any issues that may lead to disbursement delays o Bring all issues to the attention of NTP management and work collaboratively to find solutions o Participate in GF meetings in-country as a member of the NTP team (as acceptable by the NTP) o Assist the NTP with any follow up actions on grant conditions 3. Participate in the preparation and review of performance reports that are submitted to the GF, and assist with any data issues o Serve as the lead for all PSM issues related to the GF grant o Work closely with an NTP staff member to provide mentorship support on PSM 4. In consultation with National TB Program Manager, identify any technical assistance needs that the country may need external assistance with, and work with USAID and other partners to fill these needs o Organize regular teleconferences with the Global Fund and country stakeholders, and fill any technical assistance needs
CERTIFICATIONS and REQUIREMENTS. The consultant must have: ● Advanced degree in public health ● Extensive TB control experience in clinical and public health settings, including at least five years of PSM experience ● Minimum five years of experience with the implementation of the GF grants on the country level (PR, NTP, SR, CCM, etc) ● Minimum of three years of experience providing short- or long-term technical assistance in PSM in resource limited settings ● Demonstrated ability to work in a multi-site and multidisciplinary team-based organizational structure, including partners and other collaborators; experience with cross-cultural teams. ● High degree of judgment, ingenuity and originality to interpret strategy, to analyze, develop and present work and to monitor and evaluate implementation of programs. ● Strong interpersonal communication and excellent oral communication and writing skills necessary in the interaction with implementing partners, MOH and USG colleagues including the ability to exercise judgment in balancing technical, administrative, bureaucratic and political considerations. ● Demonstrated flexibility and openness in responding to changing work priorities and environment. ● Ability to work collaboratively as part of a team. ● Sound analytical skills ● Strong negotiation skills ● Good knowledge of English (speaking, writing) ● Ability to relocate to Lilongwe, Malawi
