Objectives of the role: The objective of this contract is to contribute to implementing component 2 ‘Irrigation’ of the support to the agriculture sector-wide approach (ASWAp) and green belt initiative (GBI) programme in its 2 subcomponents: a) Support to the establishment of the National Irrigation Development Fund; b) Development of medium- and large-scale irrigation schemes.
DAI is recruiting for interested long and short term expert candidates that will assist in the operation of the national irrigation fund and specifically look at its investment framework, financial and procurement processes.
Length of the project: January 2014 Start Date: 36 months
Qualifications and Skills: •University degree in business, finance, banking, engineering or related fields •Fluency in English in writing and speaking •Excellent interpersonal and written communication skills
Professional Experience: •At least 10 years’ professional working experience designing and supporting the implementation of innovative financing schemes and mechanisms that mobilise both public and private sector funding for investments in water/sanitation, energy, irrigation and/or transportation infrastructure in developing countries •At least 10 years’ experience guiding and supporting the formulation of policies designed to: oattract private sector financing for critical infrastructure through the establishment of incentives, guarantees and/or other risk reducing initiatives omake available funding at the terms and tenors appropriate for both the commercial financial markets and the requirements of the infrastructure to be developed ocreate a favorable environment for public-private partnerships in the development, management and operation of infrastructure ofacilitate the recovery of operating, maintenance and potentially capital investment costs for infrastructure •Experience developing implementing guidelines, lending agreements and credit guarantees for infrastructure funds •Experience on EU funded technical assistance projects is an advantage
