Consultant for final evaluation of an ECHO Disaster Risk Reduction Project in Karonga, Malawi


World Vision is seeking to hire a consultant/s to conduct the mid-term evaluation of an ECHO funded Disaster Risk Reduction Project in Karonga, Northern Malawi, titled ' Community Based Disaster Preparedness And Risk Reduction’. The specific objective of the project (July 1, 2012-December 31, 2013) is ' Communities at risk in Karonga are better prepared for floods and droughts through improved integrated early warning systems (EWS) at community and district level’. It is an integrated disaster risk reduction, and food security project.
Objectives of the evaluation:
• To measure the extent to which the project has achieved its Specific Objective and Results indicators as presented in the project Logical Framework. The project Logical Framework can be found in Annex A to these Terms of Reference. • To assess the relevance, effectiveness, efficiency, sustainability, impact and accountability of the project to date in the targeted communities. • To identify and document lessons learnt and good practices, and to formulate clear recommendations regarding specific actions that should be taken to improve future programming of similar projects in Karonga District and, whenever applicable, elsewhere in Malawi.
Methodology: The Consultant (or consultants) is expected to follow a participatory and consultative approach ensuring that all stakeholders (community members including children, government and other NGOs) of the project area are closely engaged. The evaluation approach will include field visits to project sites and meetings with communities / project direct beneficiaries to collect first-hand information. The consultant will also meet with the Project team, relevant government agencies / partners at village, area and district level, and NGOs. If need be, the consultant will meet other agencies / projects engaged in similar interventions. The Evaluation will start with a meeting at Karonga District Office and conclude with a debriefing meeting with World Vision staff and the project partners, with their feedback incorporated into the final report. The consultant (s) will use of appropriate empirical evaluation methods, including at a minimum: Key informant interviews, Focus groups discussions, Data/literature surveys, Direct observation, 2 case studies. The consultant will use a gender sensitive approach and ensure that data is collected, analyzed and presented by gender, age, ability.
Indicative time of the evaluation: February 2014
Indicative budget: 8000 Euro
Qualification and experience (see also full Terms of Reference): - Relevant degree / equivalent experience related to this evaluation (e.g. Social Science/Community Development/Development Studies/DRR/Agricultural Economics, Environmental Sciences or other related field) - Proven knowledge and experience in DRR programs - Experience in Monitoring and Evaluation with extensive experience in conducting evaluations and a proven record delivering professional results - Experience of conducting evaluations for similar donors, with ECHO as a strong advantage - Work experience in the specific project area, Karonga District in Malawi, will be a strong advantage - Fully acquainted with results-based management orientation and practices
