Proposal Summary:
The CDCS Impact Evaluation is an anticipated five year USAID-funded monitoring and evaluation services project in Malawi. The purpose of this project is to conduct an impact evaluation of USAID/Malawi’s Country Development Cooperation Strategy (CDCS) development hypothesis. This will assist USAID/Malawi in determining if an integrated methodology coupled with an emphasis on local capacity building is more cost effective, and produces more sustainable development results.
Position Summary:
MSI is seeking a Quantitative Data Analyst to provide data analysis against the CDCS development hypothesis validity and CDCS development objective level indicators. They would work closely with the evaluation team members under the direction of the project Evaluation Team Leader and home office technical team. The work will be intermittent over an anticipated five year evaluation period, beginning April 2014.
**This is a local position. Only candidates with Malawian citizenship will be considered.**
Responsibilities:
  • • Conduct statistical analyses of data collected by a Malawian survey research firm and/or the MSI evaluation team including possible reanalysis of previous surveys.
  • • Analyze and if necessary collect data sets as appropriate.
  • • Write up results of statistical analyses in clear, concise and error-free English.
  • • Other data analysis tasks as required
Qualifications:
  • • Advanced degree in the field of evaluation, international development, development economics, or a related field.
  • • Demonstrated experience implementing advanced techniques for causal inference, such as propensity score and other matching estimation procedures, difference-in-difference designs, and instrumental variables analysis.
  • • Understanding of basic regression analysis techniques.
  • • Ability to conduct multivariate analysis from large data sets.
  • • Experience working across technical sectors and familiarity with USAID technical sectors, interventions, etc., including experience with education, health, agriculture, food security, governance and democracy and the environment.
  • • Familiarity with statistical software, specifically SPSS and STATA.
  • • Ability to write up statistical analysis and results in clear, concise and error-free English.
  • • Strong communications skills in English (required), and Chichewa or other local languages (preferred).
  • • Ability to travel throughout Malawi.
  • • Familiarity with USAID evaluation policy preferred.
