Proposal Summary:
The CDCS Impact Evaluation is an anticipated five year USAID-funded monitoring and evaluation services project in Malawi. The purpose of this project is to conduct an impact evaluation of USAID/Malawi’s Country Development Cooperation Strategy (CDCS) development hypothesis. This will assist USAID/Malawi in determining if an integrated methodology coupled with an emphasis on local capacity building is more cost effective, and produces more sustainable development results.
Position Summary:
MSI is seeking a Survey Research Design Specialist who will design and implement the execution anticipated surveys throughout the five year project. S/he will coordinate with local survey firms, evaluation team members and MSI home office technical staff to develop and execute rapid surveys as well as surveys that are rigorous and statistically valid. The work will be intermittent over an anticipated five year evaluation period, beginning April 2014.
**This is a local position. Only candidates with Malawian citizenship will be considered.**
Responsibilities:
  • Develop rigorous study design, sample design and implementation plans for complex survey research projects using appropriate methodologies.
  • Design and testing of survey instruments to ensure statistical validity.
  • Oversee the training of the enumerators and perform quality control on the survey execution.
  • Recruit and train any fieldworkers, conduct testing, and revise instruments (in local languages if necessary) and approaches, as needed.
  • Supervise fieldwork and ensure data quality. Supervise the analysis of data and the translation of the data to findings, conclusions, and recommendations.
Qualifications:
  • Advanced degree in statistics or a relevant field, with demonstrated skills in survey methodology, sample design, and quantitative analysis.
  • At least five years of experience in international development with specialized knowledge in statistically valid survey design and execution.
  • Experience managing survey execution, including onboarding, training and supervising field-based survey enumerators, as necessary.
  • Ability to compile and present the results of surveys in English to Mission and host country government personnel.
  • Ability to travel throughout Malawi.
  • Strong communications skills in English (required), and Chichewa or other local languages (preferred).
