Key Responsibilities
  • Procure goods and services according to donor rules and procedures

  • Demonstrate extensive practical experience and skills in all aspects of International and National Competitive Bidding and experience in procurement procedures with regard to KfW and EU-funded programs and Government of Malawi procurement procedures.
  • Computer literate. Good knowledge of MS Office applications
  • Excellent communication, writing and reporting skills.

Senior Nutrition Advisor

The Manoff Group, Inc. is recruiting a Senior Nutrition Advisor for a potential five-year project in Mozambique. Hiring is contingent on contract award.
Known as the Strengthening Agribusinesses and Fostering Rural Alimentation Project, one focus area of this planned U.S. Agency for International Development initiative is improving nutritional status and promoting healthy behaviors (particularly related to nutrition, water, sanitation, and hygiene) in households, especially among children and women. To this end, the Senior Nutrition Advisor will build on existing, evidence‐based interventions in community child health and nutrition models that have been shown to prevent and adequately address under-nutrition during the first 1,000 days of life, from conception to two years of age.
Overall, the Senior Nutrition Advisor will oversee the project’s nutrition-specific interventions, ensuring also that household nutrition needs are recognized and promoted through all project activities supporting the productivity and competitiveness of Mozambique’s agribusiness sector. Candidates for this position should thus have the following qualifications:
Education
Master’s Degree in Nutrition, Public Health or a relevant field
Work experience
  • At least 10 years of progressively responsible experience in community-based nutrition programming.
  • Experience working on complex development projects
  • Experience with programmatic responses to rural gender disparities at the household and community levels, and knowledge of approaches to promote women’s leadership and participation in food security programming.
  • Strong Social and Behavior Change Communication skills.
  • Experience with USAID or other donor-funded programs is strongly preferred.
Supervisory experience

The Mo Ibrahim Foundation (the “Foundation”), is financing the Ibrahim Leadership Fellowship position  in the African Development Bank (the “Bank”). The Fellow will perform the functions and duties of the position at the headquarters of the Bank in Abidjan, the Republic of Côte d’Ivoire, or in any other location from which the Bank carries out its operations.
The Ibrahim Leadership Fellowship Programme is a selective Fellowship that prepares the next generation of outstanding African leaders by providing them with unique work opportunities at the most senior level of prominent African institutions or multilateral organizations, whose mandate is to improve the economic and social prospects of Africa. The Fellowship allows talented individuals to increase and enhance their professional capacity, with the intention of contributing to the governance and development of their countries thereby creating a pipeline of future African leaders. The Fellow will work with the Bank for this purpose, for a period not exceeding twelve (12) months, and the Foundation will finance the costs associated with the position on the following terms:

Contract Terms and Duration

  • The Fellow will work with the Bank for this purpose, for a period not exceeding twelve (12) months, the Foundation will finance the costs associated with the position on the following terms: the fellow will receive an annual stipend monthly paid by the Bank out of the funds provided by Foundation. The Fellow may be required to travel to different locations on instructions of the Bank. All expenses related to the Fellow’s official mission travel, including travel insurance but excluding travel and shipping costs relating to assumption of duty and repatriation, will be borne by the Bank.
  • The Fellow will sign a contract with the Bank before commencement of service.
  • For the duration of his/her contract with the Bank, the Fellow will, for all operational purposes and purposes of conduct, be required to comply with the Staff Regulations and Rules of the Bank. Only the Bank and not the Foundation shall be entitled to direct and instruct the Fellow in his/her performance or conduct during the course his/her assignment with the Bank.
  • The Fellow is not a regular employee of the Bank, or is not granted a right to employment with the Bank. There is no obligation to hire the Fellow and there is no presumption of future employment at the Bank upon expiration of the twelve (12) month fellowship Term. The Fellow shall not be eligible for recruitment as a staff member of the Bank for a period of 1 (one) year from the date of termination of his/her Fellowship with the Bank or expiration of the 12 month Fellowship term (whichever is sooner).
  • The Fellow shall not participate in the Bank’s child educational scheme and staff medical insurance and retirement plans.
  • The Mo Ibrahim Foundation will ensure that the Fellow has his/her own medical insurance, child education and retirement plan arrangements.
  • The travel and shipping costs for the assumption of duty and repatriation at the end of the appointment will be borne and paid out of the Funds provided by the Foundation.

Duties and responsibilities

The Ibrahim Leadership Fellow will take leadership guidance from the President, the Chief Operating Officer and/or a designated Representative. Administratively, the Fellow will be assigned to the Bank’s Strategy Department (STRG). With this guidance, the Fellow will contribute to the design and implementation of strategic assignments that will increase and enhance their professional and leadership capacity, with the intention of contributing to the governance and development of their countries. The Fellow will also have the following responsibilities:
  • Advise on and develop strategic initiatives to advance the Bank’s mission and objectives.
  • Plan, develop, and implement strategies for generating resources.
  • Conceive, develop and promote innovations in Bank development policies.
  • Review activity reports and financial statements to determine progress and status in attaining objectives and revise objectives and plans in accordance with current conditions.
  • Undertake other duties as assigned.

Selection Criteria

  • Be national of an African country, residing anywhere in the world;
  • Not be an active, non-active, retired, or separated staff member of the Bank;
  • Not have close family relations with an active or non-active staff member, such as mother, father, sister and brother.
  • Government officials, active military personnel and political party leaders are not eligible;
  • Be under the age of forty (40) years for men or forty-five (45) years for women with children;
  • Hold a minimum of a Master’s Degree in Economics, Engineering, Social Sciences, International Development, Business Administration, Finance, Banking or any discipline relevant to the Bank’s business: such as outstanding academic credentials, relevant work experience, strong communication skills, demonstrated leadership skills and ability to work with others;
  • Have at least 7 (seven) years work experience relevant to the Bank’s activities;
  • Demonstrate proven leadership and consultative skills;
  • Have experience in strategic planning and execution ;
  • Demonstrate knowledge of contracting, negotiating, and change management;

OBJECTIVES OF THE PROGRAMME :
The objective of the Regional Programme on the Protection of the Human Environment is to contribute to the reduction of the environmental burden of disease, through regular assessments of the environmental risk factors to human health and the deployment of cost effective preventive interventions in the context of the Libreville Declaration on health and environment in Africa, the Framework For Public Health Adaptation To Climate Change In The African Region and in pursuit of Millennium Development Goals and future Sustainable Development Goals.
Description of duties:
The incumbent will be working as an NPO for Environmental Health (EHO) under the direct supervision of WR. Their activities will therefore be articulated under the regional action plan for health and environment. The incumbent will work in close collaboration with other disease prevention and control programmes to ensure the effective consideration and inclusion of primary prevention interventions in their strategies. S/he will closely interact with AFRO in order to streamline the work related to climate change. S/he will also relate to other partners working on health and environment issues to coordinate country support efforts.

Summary of Duties
Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected):
Under the supervision of the WR and the incumbent will provide technical support to the country in planning, monitoring and evaluation environmental health interventions with a focus on water, sanitation and hygiene in the context of Climate variability and change. The specific duties are to:
a) Ensure the integration of health and environment dimensions into public health and sustainable development policies and plans, including those related to the attainment of Millennium Development Goals. He/she will therefore support the situation analysis and needs assessment for the implementation of the Libreville Declaration and coordinate the development of national plans of joint actions.
b) Provide technical support to MOH and other sectors to develop their technical and institutional capacities for the implementation of primary prevention interventions, particularly those related to safety of drinking water, safe sanitation, waste management, air pollution, malaria and other vector borne diseases management.

d) Support countries to develop and implement national plans of adaptation to Climate change (HNAPs) in the context of The United Nation Framework Convention on Climate Change (UNFCCC)

e) Support Capacity building initiatives in the area of environmental health and Climate Service Actions

f) Develop and disseminate technical guidelines for healthy settings initiatives (healthy cities, healthy markets, healthy schools, healthy villages etc.) and work with municipalities in the preparation and implementation of action plans on their healthy settings initiatives. The incumbent will also ensure the deployment of integrated health and environment management strategies as healthy settings and promote community mobilization and participation in national and local healthy settings initiatives.

g) Monitor, evaluate and report country progress on climate change and health related activities, particularly the achievement of millennium development goals related to improving access to safe drinking water, sanitation, malaria and other vector borne diseases management, and support nutrition improvement strategies.

h) Support research to assess Climate change, health and environmental linkages and their policy implications, particularly, the use of climate services in disease surveillance.

i) Undertake any other duties as requested by the WR

Education:
Essential: An advanced degree in a relevant field; e.g. Public Health, Civil or Public Health Engineering, Health Promotion, Environmental Health Science; Biological Sciences


Desirable: Post graduate degree in Public health would be an asset.

Excellent knowledge of health and environment linkages and ways of addressing them. Ability to Good knowledge of health systems and processes of policy formulation and implementation. Technical competence in occupational health.
