Background
Under the guidance and direct supervision of the Head of the Resident Coordinator's Office, the Programme Officer is responsible for management of the Right to Food window of the One Fund. The Programme Officer will provide fund management services including planning, budgeting, and oversight of disbursement in line with the rules and regulations of the managing agent. The Programme Officer will also be tasked with monitoring and supporting progress of the various projects granted resources under the Right to Food window.
Duties and Responsibilities
Fund Management services for the Right to Food window:
  • Ensures timely transfer of resources to benefitting agencies;
  • Ensures effective accounting for project expenses and delivery;
  • Ensures accurate and timely reporting of financial expenditure
Administrative support for the development of the Right to Food Agenda:
  • Oversees the process of identifying the CSO's who will be responsible for implementing the different aspects of the project in consultation with the project board, the OHCHR Human Rights Advisor and the Resident Coordinator's Office;
  • Coordinates the different dialogue structures necessary to ensure progress on the Right to Food agenda
Monitoring, evaluation and reporting:
  • Effectively supports grant recipients in their implementation;
  • Effectively evaluates impact of selected programs and projects;
  • Effectively reports to different fora, through narrative and written reports, on progress made.
Substantive support for the development of the Right to Food Agenda:
  • Assists in facilitating national debate and dialogue to build awareness on Right to Food policies, strategies and programs;
  • Assists in ensuring best practices are identified and widely disseminated;
  • Effectively advocates for the full realization of the Right to Food in Malawi

Required Skills and Experience
Education:
  • Master's Degree or equivalent in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences or related field.
Experince:
  • 2 years of relevant experience at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects. Experience in the usage of computers and office software packages, experience in handling of web based management systems
Language Profiency:
  • Good Spoken and Written English.
