Team Leader - Technical Assistance to the Department of Irrigation (Malawi)
Objectives of the role:
Team LEader of this contract will contribute to the implementation component 2 ‘Irrigation' of the support to the agriculture sector-wide approach (ASWAp) and green belt initiative (GBI) programme in its 2 subcomponents: a) Support to the establishment of the National Irrigation Development Fund;
b) Development of medium- and large-scale irrigation schemes.
Length of the project: 36 months

Qualifications and Skills:
  • Must have a Masters Degree (or equivalent) in Irrigation/Civil Engineering, Agriculture Engineering or related fields, preferably with specialization in irrigation/water management
  • Qualification in Institutional and/or Organisational development will be an added advantage
  • Preferably proven knowledge of development cooperation and funding procedures and requirements, Sector Support Programmes and/or pool funding arrangements
  • Must possess excellent communication and transfer of knowledge skills (for capacity building activities). Must be able to write clear, concise technical reports in English
General Professional Experience:
  • Must have a minimum of 10 years professional experience in fields related to this contract
Specific Professional Experience:
  • Must have at least experience in one medium and large scale irrigation development project
  • Must have a minimum of 5 years' experience in programme management with ability to manage and oversee all aspects of the project cycle
  • Must have at least worked as Team leader (or as long-term technical assistant) in one EU funded project of more than 1 year duration.- Must have experience in coordination and management of infrastructure developments, including budget and contract administration of procurements/supplies, services and works (preparation of tender dossiers, evaluation of tenders and selection, financial management procedures), preferably in irrigation developments, in developing countries and using EDF procedures. Specific relevant experience internationally, especially in Eastern and/or Southern Africa will be favoured
  • Must have experience of public sector reform, institutional strengthening, developing and implementing capacity building programmes, preferably in the irrigation sector
  • Should preferably have experience of multi-disciplinary and multi-stakeholder irrigation development operating within the public and private sector
  • Should have experience in private sector linkages/PPP structures in irrigation
  • Experience with establishment and management of a Development Fund or Facility will be an added advantage
