FINANCIAL MANAGEMENT OFFICER, SACIDS Secretariat, Sokoine University of Agriculture (SUA), Morogoro, Tanzania.
Background: Southern African Centre for Infectious Disease Surveillance (SACIDS) www.sacids.org is a One Health VIRTUAL CENTRE linking southern African academic and research institutions involved with infectious diseases of humans and animals – supported by Sector Ministries, with direct responsibility for public health animal health and wildlife conservation/health. It works in smart partnership with Centers of Science in industrialized countries as well as international research centre. The Mission of SACIDS is: to improve Africa’s capacity to DETECT, IDENTIFY and MONITOR (DIM) infectious diseases of humans, animals, ecosystems and their interactions in order to better manage the RISK posed by them.

Applications are invited from suitably qualified candidates to fill the following vacant position. General Duties:
Under the guidance of the SACIDS Executive Director, the immediate supervision of the One Health Epidemiologist cum Programme Manager and in close collaboration with the university financial services under the guidance of the University Bursar, the incumbent will provide financial services ensuring high quality, accuracy and consistency of work.

Specific Duties:
  • Ensure implementation of financial operational strategies, including oversight of procurement, for SACIDS HQ and sub-awardee institutions in full compliance with the university regulations and the requirements of the donors.
  • Assist SACIDS scientists and sub-awardee financial units with costing of project activities and programme financial planning
  • Participate in the preparation process and consolidate draft programme proposals and budget prepared by technical staff into the project programme of work and budget.
  • Ensure that operational expenditures are in accordance with rules and regulations of SUA and donor grant conditions; ensure availability of funds for SACIDS activities.
  • Manage SACIDS financial operations including budgeting, internal controls and reporting.
  • Present information on the status of financial resource as required
  • Train, coach and support sub-awardees financial officers and review their reports
  • In collaboration with the university internal auditing services, undertake control and expenditure auditing of activities at sub-awardee institutions
  • Perform other related duties as required
Qualifications:
      A University Degree or Advance Diploma in Accounting or Finance with a professional qualification in accounting to CAP or ACCA or similar. A relevant postgraduate qualification to Master’s level will be an added advantage.
      A minimum of 3 years of relevant finance experience of international financial standards and managing donor funds.
      Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of electronic financial management systems.
      Good inter-personal and team skills
      Fluency in English. A basic understanding of French and/or Portuguese will be an advantage

Remuneration:       Very attractive remuneration package commensurate with experience and qualification

Duration:               Initially one year contract, renewable subject to performance and funding.

Duty station:          SACIDS Secretariat at Sokoine University of Agriculture, Morogoro, Tanzania
