Deputy National Director - WV Malawi, Lilongwe, Malawi

PURPOSE OF POSITION: To provide strategic direction and operational leadership in formulation and execution of World Vision (WV) Malawi Technical Programming Strategy in Transformational Development, Sponsorship, Humanitarian Emergency Affairs, advocacy, communications and marketing for sustained well-being of children especially the most vulnerable within families and communities. This position cascades and translates strategic objectives into deliverables in multiple area programs and ensures accountability to communities, partners, donors and support offices in Ensure that Ministry strategies in alignment with Regional, Partnership strategic priorities and the country specific strategic guidelines / priorities.
KEY RESPONSIBILITIES: Leadership & Management:
  • Lead the strategy development and execution of the WV transformational development projects, sponsorship, humanitarian emergency affairs, advocacy, communications and marketing process for the office with clear, measurable short-term and long-term targets.
  • Ensure that Ministry strategies are aligned with Regional, Partnership strategic priorities and the country specific strategic guidelines / priorities.
  • Have oversight of quality assurance of WV operations and ensure agreed action plans are implemented.
  • Ensure excellent standards in the management of the human, financial, capital and technical resources of the organization, which includes inspiring and maintaining high standards of work and clear accountability to stakeholders in all WV Malawi programs.
  • Engages direction with projects to providing encouragement and support to WV programs.
  • Ensure that initiatives directed to build capacity required to implement local fundraising are included in the office capacity building plan.
  • Pro-actively engages external stakeholders and enhances WV's profile within the country.
  • Engages pro-actively with the Senior Leadership Team (SLT) and holds him/herself accountable for improvements in the programs.
Operations Leadership:
  • Oversee all programming interventions as per set strategy, guidelines and standards.
  • Review all Private Funding proposals before they are sent to funding agencies.
  • Visit all programs to monitor work progress.
  • Review all Evaluation Terms of References and oversee the implementation of all evaluation recommendations.
  • Facilitate the continued development and monitoring of standards and indicators in Humanitarian Emergency Affairs (HEA) and Area Programs that are community based, sustainable, holistic, and focused on the well being of children and reduction of poverty across all programs and other projects, within WV Malawi strategic plans and WV partnership policies – particularly CWBOs and Area Development Programs (ADP) ministry standards.
  • Provide leadership and support to HEA Manager and Zonal Managers in planning for and developing Relief/ADPs in new areas, including area selection and needs assessment, development of project designs, writing and submission of concept papers and project proposals, and funding negotiations with support offices and donors.
  • Work with Grant Acquisition Management (GAM) team in creating new opportunities for acquisition, retention and transformation of diverse set of donors in the area programs.
  • Influence Support Offices using creative approaches to motivate them to get involved in support of /office/ Ministry.
  • Support and promote WV's core value 'we are stewards' throughout WV Malawi ADPs and HEA Operations areas by reviewing and approving project expenditures in line with assigned levels of authority, and ensure high standards of stewardship and accountability and compliance with WV financial policies and procedures, including participation in and follow up of periodic audits.
Team Leadership and Coordination:
  • To lead the team of AP/sectoral/relief ‘operations managers' building cooperation, team spirit and a supportive environment which reflects WV's core value ‘we value people'. This includes sharing, learning and coordination across all operational and program areas on ministry/program issues.
Advocacy and Representation:
  • Oversee the development and implementation of appropriate advocacy strategies to raise awareness of and advocate for change in-key issues within the specific context.
  • Lead and facilitate strategies for the promotion of justice that look for the change of unfair structures that oppress those in need in Relief and Area Programs and ensure WV is positioned as a leading NGO in promoting the well-being and rights of children within the country context to deserve public and stakeholders' confidence and trust.
  • Strengthen awareness of World Vision's program both within and outside of the WV Partnership.
  • Promote WV's brand internally and externally.
Other duties as assigned:
  • Deputise for the National Director (ND) in his/her absence
  • Work collaboratively with the ND regarding the engagement and integration of the local MFI in Area programs.
  • Work collaboratively with the ND regarding engagement with the advisory council when required.
  • Work collaboratively with other Deputy NDs and regional staff from time to time.
  • Participate in regional and partnership initiative as required.
  • Attend and participate in the Senior Leadership Team meetings.
  • Attend, participate or lead in morning devotions and weekly chapel services.
  • Perform other duties as assigned.
KNOWLEDGE, SKILLS & ABILITIES: Required:
  • Minimum Qualification and experience required: MSC Degree in development studies or relevant field
  • Experience: 15+ years of experience in HEA and / or community development field. 5 + years of senior leadership experience in organizational settings; extensive communication experience, networking and external organizational representation.
  • Experience influencing senior Church officials in cross-denominational settings to work toward common spiritual and social goals is preferred.
  • High Level Leadership and Team Work abilities.
  • A minimum of 8 years with demonstrated skills and professional experience in project management.
  • Project management and design experience, as well as project implementation, monitoring & evaluation.
  • Excellent interpersonal, organizational, time management, demonstrated leadership and good management ability.
  • English communication skills (oral and written).
  • Strong detail orientation and negotiation skills.
  • Computer literate in Word, Excel, PowerPoint.
  • Experience in working with various major donors and government donor agencies.
  • Cross-cultural sensitivity, flexible worldview emotional maturity.
  • Capacity to function well in a team and contribute effectively to team efforts.
  • Ability to maintain performance expectations in diverse cultural contexts, psycho-logically stressful environments and physical hardship conditions with limited resources.
  • Commitment and ability to inspire others to World Vision Core Values, Vision and Mission Statement.
Preferred:
  • PhD in development related field.
  • Proven experience in managing high level multi-sectoral teams.
