Description
For the assessment of the overall performance of the 2008 Accompanuying Measures for Sugar Protocol in Malawi, we are searching for an expert with the following qualifications:
Senior Expert in Sugar sector - 30 working days
· Master degree in sugar sector related qualification such as: agriculture, economics, agronomy, agribusiness, irrigation, rural development, social science;
· Specific and relevant experience of working in SADC and/or other developing countries;
· At least 1 previous experience in the formulation and/or evaluation of Agriculture and/or Food Security and/or rural development programmes;
· At least 1 working experience with the principles and working methods of project cycle management and EU aid delivery methods ;
· Previous experience in evaluation/formulation of sugar programmes an asset;
· Relevant experience in the last 10 years of monitoring and evaluating projects with a focus on the sugar industry in Sub-Saharan Africa an asset;
· Demonstrated comparative country experience and knowledge of the sugar sector and management information systems an asset;
· At least 3 years experience in smallholder development of sugar projects, including capacity building, participatory approaches, cross-cutting issues an asset;
· Monitoring and evaluation expertise of smallholder farmers/out-grower schemes with a focus on the sugar sector an asset;
· Spoken Chichewa an advantage.
