Project Summary:
In January 2013, over 150,000 persons were displaced by flooding in Gaza Province, primarily from the districts of Chokwe, Guija and Chibuto, as well as Xai Xai City, with many seeking refuge in their own districts, or in the neighbouring districts of Bilene and Manjakaze. As part of the flood response, the Government of Mozambique began offering relocation options in these districts. IOM tracking of the displacement demonstrated 33,549 Internally Displaced Persons (IDPs) in relocation sites, although some have been moving back and forth between their original home in high-risk flood plains and their relocation home on the low-risk high ground. The movement and lack of Government registration to track the relocation of the population has led to confusion about service and protection priorities and evacuation planning for future emergencies, particularly flooding.
This project will combine several components to assure maximum protection of IDPs currently in relocation sites, and preparedness measures for future flooding in Gaza Province. The project will solidify the IOM Displacement Tracking Matrix (DTM) through national approval and rollout, allowing for improved coordination and tracking of IDPs during and after emergencies. It will also upgrade the Provincial capacity to combat human trafficking and exploitation of women and children during emergencies. It will provide safe and secure locations for evacuation of IDPs in emergencies, and will support the Government in establishing a register of relocation and IDP movements in order to improve evacuation planning and organized temporary relocation of IDPs during floods. This will further lower the costs in future emergencies by enabling the Government to assure that all at-risk families/IDPs have safe relocation zones to reach when flooding is eminent, reducing the need to provide large-scale shelter and NFI support.
Core functions/Responsibilities:
Under the overall guidance of the Head of Sub-Office, Xai Xai City,Consultant will be responsible for the direct implementation and management of all evacuation site construction, including procurement and monitoring of field work ongoing in the sites. The consultant will also support the field work on-going simultaneously involving registration, training and mentorship activities relevant to the project titled “Improving Human Security for Relocated IDPs in Mozambique through Integrated Emergency Protection Measures,” implemented from the IOM Sub-Office in Xai Xai City.
Tasks to be performed:
- Provide coordination support on Gaza activities
- Conduct/Lead/Accompany field visits for development and verification of emergency infrastructure in Gaza districts (project activities)
- Assist in the elaboration of reports of the various projects to donors
- Supervise, guide and monitor data entry staff in Gaza sub-office
- Supervise, guide and monitor drivers
- Provide any additional operations support required for successful implementation of the IOM projects in Gaza Province.
Deliverables
- Successful coordination for the development of emergency infrastructure within 4 weeks of starting date
- Weekly progress reports throughout the duration of the contract
- Successfully coordinate and deliver an initial emergency evacuation plan for use with the risk zones and evacuation sites / resettlement sites designated by the government in Gaza Province
Desired skills and capacities:
- Capacity to flexibly problem solve and adapt to changing circumstances, particularly for the purpose of successfully reaching operational goals involving construction, coordination and information management for Gaza operations.

Required Qualifications and Experience
- Completed advanced university degree from an accredited academic institution in International Relations, Community Development or a related field;
- Minimum of 2 years of relevant professional experience in developing countries.
- Previous experience working with national staff, government and partner organizations
Languages
Fluency in English and Portuguese is required, candidates with fluency in Spanish or French would be considered.
