Chief of Party

Chemonics seeks a chief of party for the anticipated five-year, USAID-funded Malawi Early Grade Reading Improvement (MERIT) activity. MERIT aims to improve reading abilities of Malawian students in Standards 1 to 4 nationwide. The chief of party will serve as the program's technical and administrative director; coordinate activities; liaise with clients, stakeholders, and beneficiaries; and ensure that MERIT's assistance, training, and policy assessments are technically sound and appropriate. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
  • Provide overall program leadership, management, and technical direction and ensure delivery of targeted, quick-response technical assistance to the government of Malawi
  • Manage and supervise the work of program personnel and subcontractors in compliance with USAID rules and regulations
  • Ensure that financial and administrative activities are carried out according to USAID and Chemonics policies and procedures
  • Serve as the program's key liaison with USAID, government counterparts, and local partners
  • Oversee work planning, performance management, and strategic communications
Qualifications:
  • Advanced degree in education, international development, or related field required
  • Minimum 15 years of relevant experience including teaching of early grade reading, teacher training, and/or learner assessments; chief of party experience on a USAID-funded project preferred, particularly managing projects valued at $50 million or more
  • Minimum seven years of experience managing complex and large programs in developing countries; experience in Sub-Saharan Africa preferred
  • Ability to strategically coordinate with multiple partners and actors across multiple sectors
  • Demonstrated diplomatic skills liaising with program stakeholders, USAID, and other donors
  • Demonstrated leadership, versatility, and integrity
  • Fluency in written and spoken English required
