1. Background:
To improve the well-being of children in Burundi and to contribute to the realization of their rights, it is crucial that evidence in form of research and in-depth data analysis is constantly generated. Evidence-generation and analytical research with the objective of monitoring the situation of children, is an important basis for successful advocacy and policy dialogue.
In Burundi, several data bases are available (most notably, MICS 2005, QUIBB 2006, DHS 2010, PMS2012) that need to be further exploited to better understand and analyze the country’s macroeconomic context, and to support effective prioritization of social policies aiming to improve the well-being of children and their families.
At the same time, the generation of real-time data is a complementary way of gaining insights on the events and happenings on the ground. In January 2014, UNICEF Burundi launched the U-report platform, alongside key civil partners (Scouts, Guides, Red Cross) and hosts more than 16000 U-reporters to date. U-report, first launched by UNICEF Uganda in September 2010, uses mobile SMS technology to create a platform for collecting and sharing information and opinions from youth and community volunteers. Using a crowd-sourcing approach to initiate direct dialogue with individual members (‘U-reporters’) via mobile phone, the ultimate aim of the program is to stimulate volunteer- and youth-led development. Since its inception, the U-report program has evolved into a powerful tool with implications for both improved service delivery and increasing youth engagement in decision-making processes, with a high level of international attention and interest shown.
U-report Burundi combines an ongoing public polling service – allowing the collection of lightweight, real-time data at the community-level – with simultaneous closed SMS feedback loops that enable partners to strengthen internal communication and coordination within their community volunteer networks.
2. Purpose of Assignment:
The Data Analysis Consultant will work closely with the Social Policy, Advocacy and Evaluation section to undertake in-depth data analysis using existing data bases with special focus on monitoring the situation of children and women in Burundi. She/he will also support the monitoring, analysis, presentation and dissemination of U-report poll analytics to UNICEF Sections, government and development partners and the media, which are presented in the form of compelling visuals and actionable recommendations. The consultant will therefore qualify poll results by providing data-driven analysis and also contribute to the analysis of the macroeconomic context of social policy programs and its impact on social development in Burundi aiming to improve the planning, adjusting and scaling-up of specific social policy initiatives.
3. Tasks:
Under the supervision ofthe Social Policy, Advocacy and Evaluation section and in close collaboration with the Communication and Participation section, the consultant will be in charge of:
- On-going data analysis and evidence generation on topics that are identified as priorities in view of the macroeconomic context of social policy programs (weekly);
- Production of data-driven evidence in relation to analysis of the macroeconomic context of policy programs in Burundi and their impact on children and women (e.g. in the form of policy briefs, fact sheets, short reports) that can be used for advocacy and prioritization of UNICEF’s interventions
- Oversee daily maintenance of the backend U-report platform (including exporting incoming data)
- Provide ongoing data mining, including message translation, cleaning and analysis
- Work with the U-report Project Manager to create compelling and actionable visualizations (“data bundles”) to encourage, coordinate and track poll response actions by UNICEF Sections and partners, and create presentations for external communications.
- Work with the U-report technical support team to provide back-end training and support for UNICEF Sections and external partners
- Develop strategy and technical framework to monitor and share U-report poll analytics with sections, partners and the public in closely collaboration with the UNICEF Planning &Monitoring section, the Social Policy, Advocacy and Evaluation section and the U-report Project Manager to
- Create framework for monitoring U-report recruitment and retention of/within different partner organizations,
- Complement the analysis of U-report data by systematically exploiting the available national household data sets (PMS 2012, DHS 2010, QUIBB 2006, etc.)

- Reader friendly briefs and notes for broad dissemination and support for UNICEF policy dialogue with Government and key stakeholders
- Inputs to data-driven and evidence-based research on issues relevant for successful advocacy for children’s rights and policy dialogue (end of Month 4).
- Cleaning, analysis and visualization of existing user profile and data base (first month)
- Development of interactive reporting templates that enable: weekly analysis and visualization of poll results (by province, organization, gender and age), monthly key word analysis, quarterly analysis of user profiles, quarterly analysis of unsolicited messages (end of Month 1)
- Cleaning, analysis and visualization of poll information (weekly)
- Visualization and presentation of poll results and actionable recommendations for external communications (monthly)
- Analysis and visualization of key word messages (Monthly)
- Visualization of user reach and engagement (direct and indirect) for presentation to current/potential donors (end of Month 2)
- Final report, including analysis and visualization of user profiles and unsolicited message trends (end of Month 4)
- Ongoing data analysis support for key partners (Red Cross, Scouts, Guides, UNICEF Programs), as required
- Production of additional data analysis to qualify and/or challenge the results of the U-Report polls (weekly)
- Duration:

- Qualifications and Experience Required:
Education and experience:
· A university degree in Statistics Econometrics, Economics, Data Analysis, or other related field as well as a track record of practical data analysis.
· Strong knowledge of statistical software such as STATA, SPSS, etc.
· Fresh graduates who have graduated within the past 24 months
· Demonstrable experience of practical data analysis and visualizations and presenting analysis for external communications
· Strong understanding and experience using Microsoft Excel
· A good understanding of UNICEF programs and policy, including knowledge of technology for development programs is an asset
· Experience working within multi-cultural teams
· Strong writing and communication skills
· Ability to manage multiple tasks, set deadlines, and plan work independently.
· Fluency in written and verbal French and Kirundi is essential; working knowledge of English is preferred
