Project Description:
The Technical Directorwill provide technical support and oversight in the implementation of program activities. Technical areas/functions include prevention, treatment, care, laboratory and pharmacy support, M&E and quality assurance/quality improvement.
Job Summary / Responsibilities:
Main functions:
  • Provide technical leadership in the design, planning and implementation and development of an HIV and AIDS project and ensure capacity building;
  • Ensuring the quality and the period for compliance in the preparation and submission of monthly, quarterly, semi-annual and annual reports;
  • Implement a technical area of supervision plan, in close coordination with the project manager;
  • Lead the development of tools and staff training in the technical area;
  • Provide technical support in key areas of the project;
  • Ensure that the project objectives and the mission of FHI 360 are met;
  • Participate in the technical committees at central and provincial level of the Ministry of Health;
  • Assist in the preparation process of the annual plans of the project, as well as in the development and monitoring of program of the sub agreements with local partners;
  • Participate in the working groups in collaboration with USAID, CDC, MOH and other partners.
  • Work with the Monitoring and Evaluation team in the analysis of project results;
  • Represent whenever the Project Director is required;
  • Perform other tasks as assigned by the Project Director and the National Director of FHI 360;
  • Assist in the documentation of good practices and its presentation through Quality Improvement methodology.
Specific requirements:
  • A professional advanced degree in public health or a related field (a clinical degree with experience in medicine, or an allied health field is desirable);
  • At least 10 years of experience in public health, including at least six years of experience in HIV/AIDS, in developing and/or transitional countries;
  • At least five years of experience in a senior technical position for a public health and/or international development project;
  • Demonstrated knowledge, skills, and/or experiences in:
  • Comprehensive HIV/AIDS implementation
  • Laboratory and pharmaceutical management to support HIV/AIDS service delivery;
  • Health worker training to support HIV/AIDS service delivery;
  • Malaria, family planning/reproductive health, and maternal, newborn, and child health integration into HIV/AIDS service delivery; (desirable)
  • Gender issues, operational research, and other programmatic learning activities as they pertain to HIV/AIDS, health, and development programming.
  • Demonstrated skills, abilities, and experiences to communicate effectively orally and in writing;
  • Fluent in Portuguese and English will be advantages;
  • The ability to travel extensively to program locations within Mozambique and to other places, as required.
Qualifications:
• Master’s Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
• Typically requires 10+ years of project management experience within a relevant area.
• Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
• Must be able to read, write and speak fluent English.
