Community Monitoring, Evaluation and Learning Manager job aims:

1.To manage the monitoring and evaluation of TfaC’s Comic Relief Project
2. To provide technical support to the MEL Manager and community team including improvement of monitoring tools, data collection, analysis and report writing
3. To lead the sharing of organisational learning, both internally and externally
4. To train and build the capacity of TfaC staff in monitoring and evaluation both within the MEL department and across the organisation

Key deliverables:

1.To manage the monitoring and evaluation of TfaC’s Comic Relief programme

Key Deliverable: Monitoring and evaluation processes for the CR programme is clear and takes place as planned to support the improvement of project delivery and impact on sex workers and sexually exploited girls.

? Work with the MEL Manager to clarify the information needs of the programme and ensure they are being met through TfaC’s monitoring and evaluation processes
? Work with MEL Manager to review and develop monitoring tools and processes for the programme
? Ensure monthly monitoring information is collected, analysed well and reported in a clear and usable manner
? Undertake monitoring visits to project sites and to support project staff, partners and participants in the delivery and monitoring of programme activity
? Recommend changes or adaptations that need to be made to programme based on learning and feedback to both internal and external stakeholders
? Support any external evaluation team to ensure quality of work delivered against Terms of Reference and research requirements
? Manage all data, working closely with partners and project team to maximise the services for the community project


2. To provide technical support to MEL team including undertaking qualitative and quantitative research and data collection, data analysis and report writing

Key Deliverable: MEL department keeps accurate records of programme progress and utilises information to produce reports and papers that highlight areas of achievement and needs for improvement within programmes

? Support TfaC programme teams to develop a culture of high quality monitoring across projects, ensuring accountability to participants and donors, openness to learning from mistakes and drive for demonstrating impact to increase programme quality and impact
? Assist MEL Manager to summarise project performance against indicators and identify strengths and weaknesses based on monitoring data and programme reports
? Review and improve existing monitoring and evaluation tools and processes
? Contribute to donor reports

3. To support the MEL Manager in the sharing of organisational learning, both internally and externally

Key Deliverable: TfaC MEL department shares information with other staff, donors, stakeholders and partner organisations to improve programme delivery; enhance advocacy work and foster new NGO, civil society and government partnerships

Plan and conduct research and learning reviews to document lessons learned and best practices from TfaC and related programmes
Strengthen feedback from monitoring and evaluation activities to ensure that findings are systematically used in planning and implementation across the organisation
Support the planning and delivery of annual stakeholder meetings to share learning from the Comic Relief programme.
Drive the sharing of learning beyond the organisation through social media including facebook and the TfaC website
Produce short, readable and exciting reports on project success and findings to share with external audiences

4.To train and build the capacity of TfaC staff in monitoring and evaluation both within the MEL department and across the organisation in collaboration with the MEL manager

Key Deliverable: TfaC staff feel confident about their role in monitoring and evaluation and have the skills to apply their knowledge to collect data, conduct monitoring visits and carry out basic analysis of data

Facilitate training and learning with programme staff and training officers in best practice relating to participatory monitoring and evaluation, quantitative and qualitative data collection and analysis
Assist programme and project managers with the development of training and resource manuals
Identify external learning opportunities for TfaC staff
Writing, updating and implementing the organisational learning plan

General

The Community MEL Manager should:

Ensure that all work is carried out at all times with the utmost of privacy and confidentiality fully in accordance with the terms and conditions of employment.
Represent Theatre for a Change at meetings with partners and Government officials.

Undertake any other work that is requested for ongoing Theatre for a Change projects during the duration of the contract and which the management team deem that the MEL Officer has the skills to support and/or contribute to for the further development of the project or the organisation
