EXPRESSION OF INTEREST
To conduct a Market System Analysis of the building construction sector in Mozambique
“More, better and inclusive jobs in Cabo Delgado and Nampula Province – Harnessing the opportunities of Mozambique’s New Economy” is a new joint programme from the ILO, UNDP, UNIDO and UN Women, financed by the Sustainable Development Goals Fund.
The programme is seeking to recruit a lead consultant to conduct a Market Systems Analysis (MSA) of the building construction sector centred on Cabo Delgado Province, Mozambique. This analysis will aim to identify and better understanding the underlying constraints to pro-poor, job-rich growth. The MSA findings will inform the intervention models of the Programme, whose overall objective is to contribute to the creation of more and better jobs in local economies where large-scale extractive industry investments take place.
The selected consultant(s) will be responsible for leading the MSA exercise, over March/April to June 2015 (approximately 35 working days). As part of the assignment the consultant is expected to:
- Elaborate a work plan to conduct the MSA
- Carry-out initial consultations with ILO staff in Mozambique and the Lab team
- Conduct initial secondary/desk research
- Conduct field research, in collaboration with Programme staff
- Analyse findings and write preliminary reports
- Lead the organisation of and execute a MSA validation workshop with relevant stakeholders
- Write a final MSA report
Ideal consultants would have:
- Proven and practical knowledge of a market systems development approach (Making Markets Work for the Poor, M4P, or Value Chain Development), including leading analytical exercises.
- Some exposure to the construction sector in Sub-Saharan Africa would be desirable.
- Excellent writing communication and presentation skills
- Capacity to produce high-quality written reports
- Fluency in English and Portuguese is required
