Internal Audit Specialist

The Green Climate Fund (“the Fund”) is a new multilateral fund created to make a significant and ambitious contribution to the global efforts towards attaining the goals set by the international community to combat climate change.
The Fund will contribute to the achievement of the ultimate objective of theUnited Nations Framework Convention on Climate Change (UNFCCC). In the context of sustainable development, the Fund will promote the paradigm shift towards low-emission and climate-resilient development pathways by providing support to developing countries to limit or reduce their greenhouse gas emissions and to adapt to the impacts of climate change, taking into account the needs of those developing countries particularly vulnerable to the adverse effects of climate change. The Fund will pursue a country-driven approach in its operations.
The Fund is governed by a Board composed of an equal representation of developed and developing countries; the Board oversees the operation of all relevant components of the Fund. The Fund is serviced by an independent Secretariat, which is accountable to the Board and headed by an Executive Director. The Secretariat is responsible for the day-to-day management of the Fund. The Secretariat is located at the Fund’s headquarters in Songdo, Incheon City, in the Republic of Korea.
The Internal Audit Specialist will be a member of the Risk Management team. The position is for an initial three-year period. This is a unique opportunity to be part of a start-up in international climate finance that offers stimulating challenges.
Role
The Internal Audit Specialist will be responsible for developing internal audit procedures and plans. Also, for ensuring that internal controls, risk management practices and governance processes are adhered to across the Fund in such a manner that safeguards the Fund’s assets and reputation.
Duties and responsibilities
  • Under the guidance of the Fund’s Risk Manager, the Internal Audit Specialist will be responsible to:
  • Establish audit and internal control processes and procedures;
  • Plan and develop a multiyear internal audit plan;
  • Examine, evaluate, report and recommend improvements on the adequacy and effectiveness of internal controls and risk management practices. This includes, identifying and evaluating material risks to which the Fund is exposed due to a lack of policies and/or due to noncompliance with internal control or risk management practices. Also, making the relevant recommendations;
  • Provide senior management with periodic reports regarding the adherence to and the adequacy of internal controls, highlighting any gaps that expose the Fund to a loss of assets or reputation;
  • Make recommendations with respect to the Fund’s risk and internal control practices, in order to align Fund practices with Global Best Practices;
  • Prepare reports for the Risk Management Committee and the Ethics & Audit Committee;
  • Prepare and communicate good practice notes, discussion papers, etc;
  • Liaise with the Fund’s External Auditors to ensure adequate and cost-effective audit coverage, and minimize duplication of the audit efforts; and
  • Monitor and report on the Fund’s adherence to KYC, AML, Fraud, Technology, and Sanctions.
Required experience and qualifications
  • Bachelor’s degree, complemented by an auditing designation (e.g. CIA) or an accounting designation (e.g. CA, CPA);
  • A minimum of 8 years auditing experience gained as an internal auditor at a global top tier financial institution and/or multilateral fund, or as an external auditor gained at a top tier auditing firm;
  • Exceptional knowledge of auditing methodologies and related auditing information systems;
  • Experience auditing models and systems;
  • Experience auditing project implementation in developing countries, as well as investments made in the form of grants, concessional loans, credit and equity;
  • Ability to read and communicate (written and spoken) fluently in English; the ability to read and communicate in one or more other major languages (French, Spanish, Russian, Chinese, Arabic) is desirable;
  • Ability to work under pressure, under strict timelines and at high speed, for the delivery of tasks related to the post with high-quality and timeliness;
  • Strong competence and autonomy in the use of standard software programmes: Excel, Word, PowerPoint, Outlook, and Access;
  • Suitability to undertake the responsibilities mentioned above at the required level, with the following: (a) Proven application of expertise (b) Able to act as a team leader when required, with supervision from the team head (c) A team-player with a proactive and can-do attitude
  • Experience of establishing strong working relationships with colleagues from different functions and cultures; and
  • Applications from qualified women and nationals from developing countries are strongly encouraged.
