Communications/Knowledge Management Specialist - Malawi

PROJECT DESCRIPTION
The United States Agency for International Development (USAID) is seeking proposals to increase the impact and cost effectiveness of the ICT Extension Challenge Fund country grantees by tracking their progress and facilitating learning and adaptation; and Enable other stakeholders to learn from this work as well. To achieve these goals, the Contractor will design and implement an approach that will meet four inter-related objectives related to monitoring and learning as follows:
· Objective 1: Finalize results framework and related documents across ICT Extension Challenge Fund Country grantees, consistent with SSTP Results Framework;
· Objective 2: Collect and report results in a timely manner using good practices;
· Objective 3: Create and facilitate a learning network among grantees;
· Objective 4: Develop and implement a dissemination plan to share learning and results with interested stakeholders
POSITION SUMMARY
The Communications/Knowledge Management person would lead the development of knowledge, skills and abilities of USAID and relevant stakeholders to prepare evidence-based materials and tools and effectively utilize them. Specific activities may include the following.
  1. Advise and support the team to produce more evidence-based reporting and develop analytical products to support learning that advances and provides a forward evolution of activities
  2. Asses the usefulness of learning events and environments
  3. Assess current knowledge management and learning needs,
  4. Design and create a knowledge management framework and implementation plan.
  5. Develop the knowledge, skills and abilities of relevant stakeholders to prepare evidence-based materials and tools and effectively utilize them.
QUALIFICATIONS
The Communications/Knowledge Management Specialist should have:
· A university degree in a relevant subject area
· At least 5 years of progressive, demonstrated experience in the development and implementation of communications and knowledge management strategies for major development assistance programs; including USAID Mission work in Africa;
· Experience in Ethiopia, Ghana, Malawi, Mozambique, and/or Senegal highly desired; including experience with government Ministries and country stakeholders
· Agricultural sector experience highly desired; including familiarity with small enterprise farmers
· Excellent written and oral communication and outstanding interpersonal skills.
