GOAL has been implementing programmes in Malawi since 2002 GOAL’s WASH programme has five main components and covers three districts in Malawi. The five components are: water delivery, improved sanitation, improved hygiene practices, improving school WASH and capacity building of district authorities. The three districts are Nsanje, Balaka Chikwawa.
GOAL Malawi (GM) is committed to quality programming to achieve our aim of reducing poverty and increasing resilience. GM promotes this aim through the Vertical Integrated Programme (VIP) approach which facilitates multi-sectorial, integrated and holistic programming aligned to the Hyogo Framework for Action. GM operates according to participatory and contextually relevant methodologies most notably Community lead Total Sanitation (CLTS), Sanitation Marketing, Designing for Behaviour Change (DBC) and the Demand Response Approach (DRA) to encourage community ownership, buy-in and behaviour change for long term sustainable development outcomes. Partnership, transparency and accountability are key priorities for GM and promoted in all aspects of programming through models such as Social Accountability.
Key duties of the role:
· To manage GOAL Malawi’s WASH programmes ensuring quality; compliance with donor, GOAL and national policies and achievement of results.
· Review and redesign GMs WASH strategy in line with the Country Strategic Plan, in consultation with CD/ACDP and GOAL’s Global WASH Advisor.
· Roll out WASH strategy ensuring appropriate resource allocation and time management for the successful achievement of programme objectives.
· Technical advice and sign off of all WASH related hardware including sustainable water supply and sanitation solutions.
· Design integrated, sustainable and complimentary software activities with particular emphasis on Sanitation Marketing.
· Monitor and report on project activities using GM’s project management and monitoring tools and structures.
· Ensure effective implementation of GM’s programmatic approaches.
· To support/lead the development of evidenced based promising practice for knowledge management and business development.
· To contribute to/lead on the development of donor proposals and reports in conjunction with the appropriate staff.
· Represent GOAL Malawi at relevant coordination and learning fora.
· The WASH Coordinator will be responsible for the overall management of water and sanitation activities, including (but not limited to) planning implementation of activities, supervising the activities to ensure that GOAL meets the agreed minimum standards, ensuring sound financial management of these activities, and providing support and technical oversight of all water and sanitation staff.
· The WASH Coordinator will liaise closely with WASH teams, GOAL programme managers, the Area Coordinators, and local communities to improve stakeholder participation and ownership of all water and sanitation activities.
· The WASH Coordinator will coordinate with government ministries, INGOs and UN agencies, and other NGOs to ensure integration, coordination and alignment with district and national strategies.
· Experience in delivering water supply and sanitation interventions in a wide range of contexts, the WASH Coordinator will be responsible for ensuring that GOAL interventions respond to the local context in a sustainable manner, and are closely coordinated with other GOAL sector programmes.
· The WASH Co will provide technical advice to the GOAL Malawi WASH programmes; and will establish a long term strategic and operational support relationship to support on future fundraising and programme direction.
Requirements for the role:
· Master’s Degree in WASH or equivalent
· Experience managing projects and programmes funded by major institutional donors and agencies such as DFID, UN Agencies, Irish Aid, European Union and USAID.
· Strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilization of appropriate project management tools, and the capacity to transfer this experience to others;
· Excellent interpersonal, motivational and management skills with extensive experience mentoring staff;
· Exceptional communication, analysis and writing skills;
· Strong experience of working in partnership Commitment to quality programming and experience of implementing according to GM’s preferred approaches or similar.
