Field of activity
Energising Development (EnDev) is an energy access partnership programme financed by six donors - Germany, the Netherlands, Norway, Australia, the United Kingdom and Switzerland. EnDev aims to improve access to modern energy services for poorer households, social infrastructure and small businesses in a sustainable way.EnDev Mozambique is one of 24 country projects of the global EnDev programme. Working with private sector, electricity utility, universities and civil society organisations, EnDev Mozambique is engaged in the following fields of activity:
  • Market-based promotion of improved cookstoves and small solar PV systems
  • Quality management, applied research and training in these two fields of technology
  • Financing for grid densification aiming at connecting poor households to the national electricity grid
  • Ensuring sustainability of previous interventions in hydro power based village grid installations
Your tasks
You will manage the EnDev programme in Mozambique, leading a team of national and international experts, spread over two offices in the capital Maputo and Chimoio in the centre-west of the country.
You will be responsible for the overall management of the programme in order to achieve the agreed targets in impacts. This includes management of staff, budget and assets in compliance with GIZ Orientation and Rules (O+R).
In the implementation of the programme, you and the EnDev Mozambique team will be able to draw on the experience and knowledge management of the global EnDev programme.
You will ensure that the monitoring systems applied are in line with EnDev standards. You will consolidate these into EnDev Mozambique's contribution to the semi-annual reports of the global EnDev programme. You will furthermore advise NGO partners in the implementation of activities and ensure coherence of their activities with EnDev approaches and involve them in the knowledge management of EnDev.
In coordination with the GIZ Country Office, you will represent EnDev Mozambique in donor coordination and external communication.
In consultation with your team, you will be responsible for strategic planning of activities, paving the way for a possible continuation of the programme beyond the current phase ending in December 2015.
Your profile
You are a senior professional with a Master's degree in Economics, Management, Marketing, Engineering Management or other energy related degree. You have several years of experience in managing energy access programmes and leading a team of dedicated professionals from diverse academic and cultural backgrounds. You are familiar with the current approaches for market based dissemination of improved cookstoves and picoPV as well as strategies for monitoring such interventions.
Familiarity with processes, methods and approaches of GIZ - or ideally the specifics of the "Energising Development" programme would be an additional asset.
You are a highly motivated result-oriented personality. You like to assume responsibility and embrace challenging tasks. You have strong social and communicative skills and your ideas inspire enthusiasm of your counterparts. In discussions, you successfully facilitate between diverging positions.In past assignments abroad - ideally in the Southern African region -- you have proven your ability to work in an intercultural context. Proficiency in English and good knowledge of Portuguese are a requirement. Knowledge of German would be an extra asset.
Assignment period
01.05.2015 - 31.12.2015 with an option for extension

Maputo is a lively city with opportunities for leisure activities. Despite occasional incidents, the security situation is better than the regional average. Basic medical care is available in Maputo, including access to common basic medication. International schools are available in Maputo for children of school age.
