PROPOSAL SUMMARY
IBTCI is currently seeking a Local Senior Monitoring and Evaluation Specialist for an anticipated 5 year Monitoring and Evaluation Mechanism and Services (MMEMS) project in Mozambique, funded by USAID. This will be a full-time, key position based in Maputo, with occasional site visits in Mozambique. MMEMS will provide a range of technical assistance to USAID Mozambique’s portfolio of programs.
POSITION SUMMARY
The Senior M&E Expert will provide technical leadership to the program. Expected responsibilities include:
· Lead and oversee the review of project level M&E plans, develop plan for collection of PMP and PPR indicators, advise on data quality;
· Support technical work such as reviewing indicators, data quality, reporting methods, designing reporting tools and advising M&E technical assistance.
· Oversee, recruit for, and participate in evaluations and assessments throughout the life of the contract.
· Oversee data collection, and baseline and periodic updates for indicator information.
· Ensure the short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
· The Senior M&E Specialist may also serve as the evaluation team leader of select evaluations conducted under this contract to be identified.
· Contribute substantively to the design and field testing of the evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
· Responsible for the design, quality, development and completion of all assessments, analytical reports and evaluations.
QUALIFICATIONS
· Master’s degree in international development, statistics, monitoring and evaluation methodologies, or a related field;
· Minimum 7 years of experience monitoring and evaluating international development, social welfare, health, and/or education projects;
· Demonstrated experience in performance monitoring, assessing and tracking data quality, data management, and/or training in performance management topics;
· Demonstrated experience in evaluation methodology, experimental design, statistical analysis, sampling methodology and/or data collection and analysis;
· Demonstrated experience conducting primary data collection;
· Experience building organizational capacity in monitoring and evaluation and/or training individuals in monitoring and evaluation preferred.
· Geographic Information System (GIS), web-based reporting and database management, desired[DR1]
· Prior experience working with USAID required
· Prior South-East Africa experience preferred, Mozambique desired
· Portuguese fluency required
