Proposal Summary:
The CDCS Impact Evaluation is an anticipated five year USAID-funded monitoring and evaluation services project in Malawi. The purpose of this project is to conduct an impact evaluation of USAID/Malawi’s Country Development Cooperation Strategy (CDCS) development hypothesis. This will assist USAID/Malawi in determining if an integrated methodology coupled with an emphasis on local capacity building is more cost effective, and produces more sustainable development results
Position Summary:
MSI is seeking an Evaluation Team Leader/Principal Investigator to lead a mixed impact/performance evaluation under the direction of MSI’s Technical Director to lead the efforts a small team of local professionals and a local survey research firm to conduct the evaluation. The Team Leader will provide expertise both in general impact evaluation design and implementation. S/he will coordinate with the Technical Director on the development of the evaluation design and methodology, and will be responsible for overseeing data collection, analysis, and development of required reports. The work will be intermittent over an anticipated five year evaluation period, beginning April 2014
Responsibilities:
  • Provide leadership, coordination and supervision of team members on major evaluation activities, including documentation review, interviews, analyses and formulation of conclusions and models.
  • Advance the evaluation design from the proposal stage through a final detailed design, on a question by question basis, including, as appropriate, construction of the comparison group(s); justification of group sizes in relation to the effect size the evaluation will be able to detect; operational definitions for all study variables; development of the data collection instruments, sampling plans and other evaluation implementation materials, including plans and approaches for monitoring the implementation fidelity of the USAID interventions being examined and the impact of any changes on the validity of evaluation measures/inferences.
  • Recruit and train any fieldworkers, conduct testing, and revise instruments (in local languages if necessary) and approaches, as needed.
  • Supervise fieldwork and ensure data quality. Supervise the analysis of data and the translation of the data to findings, conclusions, and recommendations.
  • Present the findings, conclusions and recommendations to USAID/Malawi prior to drafting the final report. Oversee the drafting of the final report.
  • Presenting the findings, conclusions, and recommendations of the annual stakeholder’s analysis.
  • Consult with the Monitoring, Evaluation and Learning (ME&L) team members at the beginning and key intervals of the evaluation
Qualifications:
  • A graduate degree in a relevant development field that includes a research design/social science research component and or monitoring/evaluation course work, including experimental/quasi-experimental and other formal designs; data collection methods, quantitative/qualitative data collection/analysis.
  • Minimum of seven years of conducting evaluations, within the international development field, including evaluations that utilized quasi-experimental or experimental designs.
  • Familiarity with current USAID evaluation policies and practices.
  • Experience working across technical sectors and familiarity with USAID technical sectors, interventions, etc., including experience with education, health, agriculture, food security, governance and democracy and the environment.
  • Prior experience as an evaluation Team Leader/Principal Investigator.
  • Strong communications skills in English (required), and Chichewa or other local languages (preferred).
  • Ability to travel throughout Malawi.
  • Experience having worked in Malawi, preferred.
  • Published article(s), preferred.
