Proposal Summary:
The CDCS Impact Evaluation is an anticipated five year USAID-funded monitoring and evaluation services project in Malawi. The purpose of this project is to conduct an impact evaluation of USAID/Malawi’s Country Development Cooperation Strategy (CDCS) development hypothesis. This will assist USAID/Malawi in determining if an integrated methodology coupled with an emphasis on local capacity building is more cost effective, and produces more sustainable development results.

MSI is seeking candidates to fill multiple Evaluation Specialist positions to perform data collection, synthesis and analysis to report against CDCS development hypothesis validity and CDCS development objective level indicators. Candidates should have used participatory approaches to assess community projects and proven knowledge in conducting rigorous analysis and strong GIS skills to support spatial data requirements of the evaluation is preferred. The Specialists will be backstopped by highly qualified home office staff with extensive experience in data collection and international development project evaluations. The work will be intermittent over an anticipated five year evaluation period, beginning April 2014.

Responsibilities:
- • Design and conduct a high quality and rigorous evaluations.
- • Work with technical teams to define the quality of outcome/impact evidence and defining appropriate longitudinal, quasi-experimental and/or point in time evaluations.
- • Conduct data quality assessments.
- • Identify and disseminate findings, lessons learned, and evidence from evaluations
Qualifications:
- • A graduate degree in one of the following fields: evaluation, international development, development economics, monitoring and evaluation, or a closely related field.
- • Minimum of five years of conducting evaluations, within the international development field.
- • Experience working across technical sectors and familiarity with USAID technical sectors, interventions, etc., including experience with education, health, agriculture, food security, governance and democracy and the environment.
- • Strong communications skills in English (required), and Chichewa or other local languages (preferred).
- • Ability to travel throughout Malawi.
