Proposal Summary:
The CDCS Impact Evaluation is an anticipated five year USAID-funded monitoring and evaluation services project in Malawi. The purpose of this project is to conduct an impact evaluation of USAID/Malawi’s Country Development Cooperation Strategy (CDCS) development hypothesis. This will assist USAID/Malawi in determining if an integrated methodology coupled with an emphasis on local capacity building is more cost effective, and produces more sustainable development results.

MSI is seeking a Program Implementation Fidelity Monitor to provide on-the-ground information and monitoring any relevant intervention changes within the identified communities and program scope. S/he will work closely with the evaluation team members and MSI home office technical staff to assure the adherence to the proper execution of program activities and achievement of quality outcomes. The work will be intermittent over an anticipated five year evaluation period, beginning April 2014.

Responsibilities:
• Track and record program activities and USAID interventions at the community levels.
• Provide as necessary real time feedback to MSI home office technical staff and program staff on any observed difficulties, challenges, or changes with the program or country context.

Qualifications:
• At least a Master’s Degree in social sciences, development, economics, statistics or related field.
• Knowledge and understanding of USAID development programs, its partners and monitoring and evaluations processes.
• Demonstrated experience in project or program monitoring in development programs.
• Good understanding of performance monitoring and evaluation processes for development projects, with a focus on participatory processes, joint management, and gender issues.
• Willingness to undertake regular field visits and interact with different stakeholders.
• Experience in working with different types of organizations.
• Ability to travel throughout Malawi.
• Strong communications skills in English (required), and Chichewa or other local languages (preferred).
