Background to the assignment
Founded in 2003, DARA is an independent organization committed to improving the quality and effectiveness of aid for vulnerable populations suffering from conflict, disasters and climate change. DARA is an international organization with recognized expertise, having conducted evaluations of humanitarian assistance in over 40 countries across five continents for a variety of government, United Nations and European Union agencies as well as major international organizations, including the Red Cross/Red Crescent Movement.
DARA is committed to improving humanitarian response through innovative and results-oriented evaluations, providing tailor-made services to a wide range of key humanitarian actors. DARA is one of few organizations to have direct experience in conducting
  • Real-Time Evaluations which can assist decision-making while a humanitarian crisis is still unfolding
  • Strategic technical assistance of aid policies and programmes
  • System-wide evaluations that identify the policies and measures that humanitarian actors need to address to ensure enhanced performance and impact of humanitarian aid
  • Sector & Policy evaluations DARA is looking for consultants FROM THE COUNTRIES and with EXPERTISE specified below who could be interested in collaborating with us in our evaluation assignments.
Main purpose of the assignment
To become part of DARA's evaluation teams and contribute to enhancing humanitarian's effectiveness by conducting rigorous and evidence-based high quality evaluations in line with international good practice.
Responsibilities
If selected to undertake an evaluation assignment, the consultant under the supervision and guidance of the Evaluation's mission's Team Leader, will:
  • In accordance with the ToR of each specific assignment take part in the evaluation as Team member or Team Leader, following decision of DARA's Evaluation Area, as part of a multi-disciplinary team of international and national experts
  • Provide in-country insight to the evaluation process.
  • Ensure adherence to DARA's Evaluation Code of Conduct and to the Client's ethical and quality standards.
  • Develop the tasks assigned in the Letter of Appointment in a timely and rigorous manner.
Qualifications and experience
  • Advanced Academic Degree in a field relevant to humanitarian assistance / development.
  • Minimum five years of relevant professional experience in the field of humanitarian assistance and development
  • Experience in conducting evaluations of humanitarian interventions and development programmes. Interpersonal skills and ability to work as part of a multicultural team. Experience and ability to carry out surveys with local populations
  • Specific expertise in at least one of the following fields:
  • Disaster Risk Reduction
  • Livelihood
  • Watsan
  • Conflict Prevention
  • Health
  • Nutrition
  • Food Security
  • Protection
  • Education
  • Early Recovery
  • Specific experience and citizenship in conducting evaluations in the following countries:
  • Afghanistan
  • Central African Republic
  • Yemen
  • Sudan
  • Pakistan
  • Haiti
  • Sahel Area.
  • Other countries exposed to major conflicts and disasters
