The USAID | DELIVER PROJECT is a worldwide program managed by John Snow, Inc. and funded by the United States Agency for International Development (USAID). DELIVER strengthens the supply chains of health and family planning programs in developing countries to ensure the availability of critical health products to customers.The USAID South Sudan mission, together with the Government of Norway and the U.K. Department for International Development (DFID), is supporting the procurement, warehousing and distribution of essential medicines to South Sudan, through the Emergency Medicines Fund (EMF). The USAID | DELIVER PROJECT is the implementer of the EMF program providing essential medicines kits and malaria commodities for the Ministry of Health.JSI is seeking a Team Leader/Senior Supply Chain Advisor to provide technical and strategic leadership for the USAID|DELIVER PROJECT office in South Sudan. The Team Leader/Senior Supply Chain Advisor will have overall responsibility for the implementation of the project's activities and supervision of the project's personnel in South Sudan.
RESPONSIBILITIES
Specific responsibilities include, but are not limited to, the following:
Country Operations and Strategic Management1. Works with the project's seconded Warehouse Advisor and Logistics Support Associates to support the EMF activity.2. Oversees the import, receipt, warehousing in Juba, and distribution of EMF commodities to the county level and reporting on EMF commodities.3. Works closely with the MOH, USAID, and other partners to plan and implement warehousing, distribution and reporting on the status of the EMF commodities.4. Oversees information sharing with the status of EMF distribution with the MOH, USAID and EMF Technical Working Group.5. Provides support and oversight to central medical store (CMS) improvements as based on the workplan including working with the CMS Warehouse Advisor secondee.6. Responsible for planning and coordinating all activities and personnel in South Sudan.7. Documents country program strategies and priorities in the country strategy and workplan.8. Produces annual workplan and revises, as needed.9. Contributes to writing of quarterly, semi-annual and annual reports.10. Conducts field visits to monitor the distribution of EMF activities, dependent on the security situation.11. Provides technical and administrative oversight of the project activity implementation.12. Develops country-level performance monitoring systems, and routine monitoring systems in collaboration with partners for the distribution, receipt, and storage of EMF commodities13. Communicates regularly with HQ regarding the ongoing EMF program implementation.14. Attends regular meeting with MOH, USAID, Health Cluster, Logistics Cluster and sub-contractors.Client Relations1. Represents the project to USAID, DFID, the Government of Norway, MOH and other partners.2. Maintains communication with all in-country partners.3. Creates good client relations and high level of customer satisfaction:a. Ensures clients are clearly identified and that client needs and expectations articulated.b. Ensures country office has a clear strategy for communicating with clients (both in-country and at HQ), (i.e. monthly updates and/or meetings, submission of quarterly reports, etc.).c. Actively monitors client satisfaction through discussions and other means.Mentoring and Supervision1. Supervises and mentors in-country staff and ensures that each staff member has and reviews their job descriptions annually.2. Identifies in-country expertise and builds capacity to achieve effectiveness and sustainability.3. Communicates by phone at least bi-weekly with the Regional Manager.4. Creates a culture of accountability within the team and conveys to clients.5. Conducts an initial meeting with staff to get commitment to the project's in-country goals.6. Identifes staffing needs for the in-country field office, in consultation with the USAID Mission (as necessary), and the Home Office Country Team. Manages hiring process of in-country staff.7. Performs other related duties as may be assigned by DELIVER Management.The position will require approximately 25% travel outside Juba, security situation permitting, to various states and counties within South Sudan, depending on the security situation.
QUALIFICATIONS
  • Post graduate or graduate degree in public health, international health, business administration, project management, logistics, pharmacy, supply-chain management or equivalent degree;
  • Demonstrated ability with Microsoft Office, including databases, spreadsheets and presentations; and ability to learn new software packages.
  • Demonstrated ability to work with, cultivate and maintain a wide range of contacts and work collaboratively and effectively with multiple partners including government counterparts
  • Ability to communicate and report in concise written and spoken English in a professional and competent manner.
  • Demonstrated strong quantitative and analytical skills.
  • Demonstrated flexibility to effectively manage more than one activity at a time, work calmly, tactfully and effectively under pressure.
  • A proven ability to work as part of a team and to be self-managing.
  • Proactive attitude and team player
  • Ability to work in a fast-paced environment
  • Ability to coordinate diverse activities.
  • High level of commitment and sense of responsibility.
  • Excellent client management skills.
  • Experience managing USAID-funded contracts or grants a plus.
  • Willingness to live in an unaccompanied hardship post.This is a full time position requiring on-site presence in Juba, South Sudan with domestic travel to provide technical assistance, to support monitoring and evaluation efforts, and distribution oversight. This a non-dependant post. This is a one year position ending in September 2015.Salary commensurate with experience.
