Director, Clinical Services

BACKGROUND AND POSITION OVERVIEW
The Foundation’s Mozambique office works closely with the USG team, and the Ministry of Health in Mozambique, including the provincial and district health teams, to support integrated HIV Clinical programs in four provinces. The Foundation’s approach is to support the Ministry of Health in increasing access to family-focused PMTCT and Care and Treatment programs. In line with the Foundation’s mission, the program wants to ensure inclusion of children and ensure their access to quality prevention, care and treatment services.
The Clinical Services Team, led by the Director for Clinical Services, strengthens the capacity of Mozambique health system to deliver sustainable, high quality, cost-efficient HIV prevention, and care and treatment services. The Director for Clinical Services will work closely with the Country Director and the Senior Management Team to develop the vision and strategy for the Foundation’s program in Mozambique and will provide effective clinical leadership and direction, ensuring that EGPAF Mozambique delivers on its objectives and key performance requirements. He/She will coordinate with the EGPAF Headquarter technical staff and Technical Development Group to ensure coordinated implementation of the EGPAF Mozambique overall program.
The Director for Clinical Services will ensure that all clinical activities (PMTCT, Care and Treatment, ART, Labs, TB) are all integrated and implemented in an effective and qualitative way to ensure the highest benefit for the target group. The Director for Clinical Services will ensure that all clinical activities are coordinated and in line with the MOH policy and the donor agreement.
Essential Duties:
• Lead the clinical vision and planning of EGPAF Mozambique program, in terms of program strategy, continuation applications, annual plan, annual budget, contribution to policy/guidelines, and funding needs/opportunities
• Provide technical leadership and technical direction for the implementation of EGPAF’s clinical activities in Mozambique; build a strategic and coherent program of technical assistance to MOH at all levels in the area of HIV care and treatment in line with EGPAF’s mission and vision
• Provide guidance in planning and implementing clinical activities and technical assistance as appropriate and necessary; coordinate with other Directors and Provincial Offices to facilitate effective communication and work between teams;
• Provide leadership, guidance and supervision to clinical team to ensure that the team provides comprehensive and effective support to EGPAF staff in the provinces :
  • Ensure that clinical services staff has the knowledge and skills, tools and instruments to support implementation of current standards and guidelines.
  • Build capacity of EGPAF staff and health staff (knowledge and skills) to continually improve the quality of integrated primary care health service provision, including HIV services
  • Advocate for and promote implementation of approaches that are technically sound and evidence-based
  • Provide program direction and design program support that addresses clinical priorities, are technically sound and achieve results.
• Ensure that the Clinical Services Team provides inputs and assistance to the MOH and other partners, with particular reference to development of national policy and guidelines
• Work to ensure timely and effective implementation of planned clinical activities, ensuring that objectives and targets are met within the agreed upon time-frame and budget ; monitor progress toward meeting objectives and make changes to programmatic design as needed
• Identify and respond to capacity building needs of DPS and SDSMAS to ensure successful development and implementation of sub-grants program description, subgrant provincial and district plans; In close collaboration with the Senior Management Team and the clinical services team
• Work closely with the Director for Strategic Information and Communication (SIC) to facilitate coordination and ensure adequate monitoring of program activities and performance, incl. assessment of quality of service delivery, as well as identifying, designing and implementing operations research, documentation of lessons learned, and program evaluations
• Work closely with the Director for Health Results Innovation (HRI), to facilitate integration and coordination between HRI and Clinical Services teams to ensure adequate implementation of Performance-Based Financing (PBF) and other HRI activities (PSS, community engagement, decentralized governance, leadership development…)
• Participate in all budget planning and development related to clinical activities as well as monitoring of expenses against the planned budget to ensure efficient use of funds.
• Interface with national government , donor agencies and other relevant agencies to achieve a mutual and respectful understanding of clinical activities and to avoid duplication
• Ensure contribution of clinical services team to technical program reporting.
• Actively participate in the preparation and revision of publications, abstracts, protocol, presentations, reports, newsletters and any other technical documentation that the Foundation prepared both for internal and external communication.
Required Qualifications
• Medical Doctor or Nurse with international work experience of at least 7 years of working in HIV/AIDS programs or other health development programs.
• Excellent knowledge of the principals guiding HIV programs and funding.
• At least 3 years of proven project management experience in the design, administration, management and implementation of international health programs in developing countries, including supervision and reporting.
• Demonstrated skills and knowledge in program design, planning, budgeting and implementation management
• Excellent oral and written English and Portuguese communication skills
• Diplomatic and negotiation skills needed to coordinate with Governments.
• Ability to represent EGPAF program for donors, MOH and media.
Desirable Skills and Abilities
• Extensive clinical experience and excellent knowledge of prevention, care and treatment of HIV infected adults and children in resource poor settings
• Strong understanding of the international development context, experience in international development sector (NGO's, direct bilaterals, multilateral, USG and other donors)
• Knowledge of principles and practices governing USAID and CDC
• Knowledge of in-country current social, political, economic, and security circumstances
• Understanding of the Mozambique Ministry of Health, including the policy and management structures at national and provincial level.
• Extensive skills and knowledge in monitoring, evaluation (both quantitative and qualitative methods) and research
• Demonstrated leadership qualities, broad technical and management expertise, and experience.
• Proven programmatic, technical, and managerial ability and interpersonal skills to collaborate effectively with professional colleagues in a broad range of local, nongovernmental, governmental, and international organizations within multiple socio-cultural contexts.
• Ability to work in close partnership with Senior Management Team and provide support to Provincial Teams
• Ability to establish and maintain effective working relationship with USG and governmental agency officials, co-workers, staff and the general public
• Ability to manage multiple priorities and projects while working as part of a team
• Demonstrable skills and experience in strategic thinking, analytical and creative thinking
• Ability to maintain confidentiality, exercise discretion and sound judgment
• Experience in staff management and proven ability in supportive and participatory leadership
• Ability to train and mentor senior level managers
• Excellent written and oral communication skills
• Good knowledge of Microsoft Office applications (Excel, Word, PowerPoint, Outlook)
