Procurement Officer- Chancellor College –Zomba
To efficiently manage the procurement activities of the College, To ensure all procurement conducted is in compliance with the legal requirements while adopting best practice, To effectively manage the procurement staff within the Procurement Unit, To ensure that the deadlines are met and standards are maintained, Preparing an overall procurement plan for each yr in advance based on College budget, Assessing individual procurement plans for specific procurement assignments, Consolidating procurement requirements of user depts. (including centres and sections0, Preparing cost budgets and forecasts for the Procurement Unit, Reporting on variances, trends, vulnerabilities and risk areas, Ensuring prompt and effective action in response to requirements of user depts, Assessing prepared solicitation documents (request for quotation documents, bidding documents), Bid Evaluation Reports and draft contracts for consideration by the Internal Procurement
Committee, Undertaking evaluation of major and complex tenders, preparing evaluation reports to the standards required by legal requirements for presentation to the Internal Procurement Committee, Overseeing or manage negotiations with suppliers, Managing complex contract administration to ensure that delivery of goods/services is in accordance with the contract terms, Monitoring supplier performance and record and report poor supplier contract performance, Authorise invoices for payment in accordance with contract terms and following Govt legal requirements

Management Planning - Managing day to day interface between end users and the Procurement Unit, Deploying good interpersonal skills to assist in the achievement of a high level of interdepartmental and liaison and to-operation in order to achieve efficient operations of the Procurement Unit, Developing new methodologies and business practices to exceed performance standards and targets agreed with user departments, Developing and maintain a good understanding of and business relationship with each user department to promote work efficiency and effectiveness, Analysing complaints, ensuring prompt and effective action in response and implement procedures to prevent recurrence, Coordinating as necessary, the production of Reports for the Internal Procurement Committee or for the Office of Public Procurement
Resource Development – Managing the Procurement unit, assessing staff abilities, setting targets and monitoring their performance, identifying and meeting their training needs, Ensuring that plans of action, targets and reviews for reach member of staff are in place to regularly monitor their career progression and development, Ensuring effective teamwork and discipline in the procurement unit in order to promote sound working relationships and productivity, Ensuring the suitability, accuracy and correctness of all documents produced and issued in accordance with legal requirements, including good procurement practice and current govt procurement procedures, Checking and verify that all necessary action is completed prior to closing files for archiving, Ensuring staff understanding and adhere to the Internal Procurement Committee approval procedures
All interested candidates for the position must possess a good Bachelors Degree in Procurement and Logistic or Supply Management or a Bachelor of Business Administration or its equivalent with at least 7 yrs in public procurement office (at senior level) of a very busy organisation, Candidates must have practical knowledge of Computer Packages used in procurement, logistics and supply chain management, Applicants with CIPS shall have an added advantage
