Role in Organization:
CAMRIS seeks a qualified Deputy Chief of Party for an anticipated multi-year year USAID/Malawi-funded project called Integrating Nutrition in Value Chains II. The Deputy Chief of Party (DCOP) will lead/oversee the review of project level M&E plans, and support such technical work as reviewing reporting methods, supervising and carrying out training, designing reporting tools, advising USAID and implementing partner teams on their M&E work, providing technical assistance for the development of a knowledge management system. The individual will oversee, recruit for, and participate in evaluations and assessments throughout the life of the contract. S/he will ensure the short-term technical experts and evaluation team members recruited under this contract are of a high caliber and possess the required technical expertise.
Job Description:
Essential functions, duties, responsibilities:
- Assist the COP in making sure all projects are in compliance with USAID and CAMRIS rules and regulations
- Provide day-to-day project management
- Serve as the secondary liaison with the client Contracting Officer Representative at USAID and its implementing partners.
- Support quality control and the overall responsiveness of technical assistance provided under the contract, including necessary adjustments to operations to fit the requirements of USAID.
- Contribute substantively to the design and field-testing of evaluation methodology, participatory data collection methods and protocols, data verification techniques, and other technical evaluation and analytical tasks conducted under this contract.
- Support the design, quality, development and completion of assessments, analytical reports and evaluations.
Supervisory Responsibilities:
The DCOP will supervise several specialist and other positions, TBD.
Qualifications:
- A master’s degree (PhD preferred) in field relevant to project activities, e.g. economics, public policy, international relations, statistics, political science, social sciences, etc.
- A strong background in agriculture and health sciences
- At least 10 years of experience working in Southeast Africa with Malawi experience preferred.
- Demonstrated ability to manage, lead, and make decisions in a timely fashion.
- Demonstrated ability to assemble and lead highly skilled, interdisciplinary teams; interact with and lead a broad range of governmental and non governmental actors and institutions across sectors.
- Experience conducting rigorous evaluations of development interventions.
- Experience implementing performance monitoring of complex development interventions.
Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Position Type/Expected Hours of Work: This is a full-time position, and regular hours of work and days are Monday through Friday, 9:00 a.m. to 5:00 p.m.
Travel: Travel throughout Malawi is expected. Regional or international travel may be required.
