Chief of Party, Assess the Learners (YESA), Malawi

Proposal Objective:
Social Impact is preparing for upcoming five-year USAID Assess the Learners (YESA) Activity in Malawi. The anticipated project will create a multi-level monitoring and evaluation system for the National Reading Programme to assist the Government of Malawi's (GoM's) efforts to improve the reading skills of Malawian students nationwide. The goals of YESA are to institute a National Reading Assessment; a universal school-level utilization of assessment strategies and techniques for reading; community-level capacity for the performance and informed use of reading assessments; and integrating reading assessments into National Reading.
Position Description:
SI is seeking a Chief of Party to lead the YEA M&E activity Malawi. The COP will oversee see the contract, and provide overall technical leadership. This will be a full-time, long-term position based in Lilongwe, Malawi.
Responsibilities:
  • Oversee overall project management, quality and timeliness of deliverables, external representation, and overall coordination with USAID/Malawi.
  • Lead the overall technical and financial performance of the contract, including program planning, budgeting, and monitoring and evaluation (M&E).
  • Oversee creation and implementation of project monitoring and evaluation activities, and the development and implementation of work plans.
  • Engage with education systems to ensure optimal use of available resources with specific attention to school and classroom management practices including quality assurance, supportive supervision, and coaching.
  • Provide vision and strategic direction for the program.
  • Develop and implement work plans for project activities.
  • Other project development design assistance as required.
Qualifications:
  • A minimum of 10 years of experience providing technical and managerial oversight and direction on international development projects.
  • Master's degree in education, social science, international development or related field required.
  • Minimum eight years of experience working in M&E of primary education projects with a focus on reading assessments and capacity building.
  • Demonstrated experience in capacity development with ministry of education staff and teachers.
  • Understanding of the education sector in Malawi, or other countries in the region.
  • Ability to manage personnel, funds and resources for multi-year, multi-task projects.
  • Strong understanding of and experience with USG policies and procedures with regard to human resource management, financial management, financial reporting, procurement processes, etc.
  • Ability to supervise a team in order to complete tasks on time and on budget.
  • Demonstrated ability to maintain high levels of quality and timeliness within teams of consultants and internal staff.
  • Proven successful leadership in an intercultural team environment in a development context.
  • Technical knowledge and understanding of the design, implementation, and management of monitoring, evaluation, and performance management, including (but not limited to) indicator development, data collection and analysis, data quality assessments, performance reporting, evaluation design, evaluation planning, and management/dissemination of evaluations.
  • Exceptional proficiency in written and spoken English is required, as is a demonstrated ability to exercise overall quality control, meeting high technical and editorial standards in written products.
