Position Description
IBTCI is seeking a Monitoring and Evaluation (M&E) Specialist to serve under a long-term USAID/Malawi Early Grade Reading Monitoring and Evaluation (M&E) project in Malawi. This position will be located in Lilongwe, Malawi and is contingent upon award. Experience in Malawi is strongly desired. Local Malawian candidates that meet position requirements are strongly encouraged to apply.
Responsibilities
· Overseeing the enhancement of performance reporting systems;
· Supporting the design and application of Early Grade Reading Assessment methodologies in all aspects of the monitoring and evaluation program;
· Creating assessments which include mixed methods evaluations;
· Supporting the application of qualitative and quantitative approaches to the Mission’s data gathering and analyses for assessments, evaluations, baselines, data quality assessments, and other M&E data gathering efforts;
· Building capacity in these areas of responsibility in the Mission and its implementing partners;
· Streamlining data collection between IPs and USAID;
· Advising and developing Monitoring Evaluation and Learning plans of implementing partners;
· Preparing the Mission Performance Monitoring Reports (for their relevant DOs);
· Developing and carrying out/overseeing evaluations;
· Overseeing the local data collection sub-contractors and ensure compliance with the Field Monitoring Protocol as well as any other activities in Monitoring and Evaluation Assistance.
Requirements
· Education; Degree in International Development, International Relations, M&E, Statistics, or a related field is required;
· Experience in designing and leading both quantitative and qualitative Monitoring and Evaluation (M&E) methodologies and activities in Malawi;
· Progressively responsible professional experience in Monitoring and Evaluation with Monitoring and Evaluation activities within complex international development contexts in the areas of Education, experience in Early Grade Reading Assessments and Impact Evaluations is highly desired;
· Excellent team work, inter-personal, verbal and written communication, presentation and facilitation skills;
· Ability to conduct field work in areas with hardship conditions, in remote areas, for extended periods of time;
· Strong quantitative, analytical background in cost-benefit analysis, education methodologies, or statistical systems;
· Must be professionally fluent in written and spoken English and Chichewa.
