PROJECT SUMMARY
IBTCI is currently seeking an Early Grade Education Specialist to serve under a long-term USAID/Malawi Early Grade Reading Monitoring and Evaluation (M&E) project in Malawi. The position will be dually located in the United States and Malawi and is contingent upon award.
POSITION SUMMARY
The Early Grade Reading Specialist is responsible for providing the planning and technical direction necessary for performance of the contract. As discussed in more detail elsewhere, implementation and other plans are required.
Specifically, the Early Grade Education Specialist could include but is not limited to:
· Provide coordination, technical assistance and overall guidance and quality assurance of the planning process i.e. in terms of logistics planning and training and retraining of local enumerators and supervisors;
· Lead EGRA workshops with key stakeholders in Malawi;
· Lead Training of Master Trainers workshop on EGRA in Malawi;
· Ensure alignment with National Curriculum and appropriate context within local languages, culture, and gender;
· In collaboration with local stakeholders, assist with field test of EGRA items for validation, analyze results, and adapt instruments accordingly;
· In collaboration with local Malawian organizations, develop electronic data collection methodologies, including risk assessments;
· Maintain regular communication with the client, project field staff, and IBTCI home office staff.
Minimum qualifications include:
· Advanced degree (Master’s/PhD) in Education, Evaluation, M&E, Policy and Planning, or related field;
· At least 10 years of experience with Early Grade Reading Assessments (EGRA), Basic Education, or Education Evaluations;
· Minimum 10 years’ experience and expertise leading, supervising and managing education evaluation teams, including managing impact evaluations in the education sector; at least 5 years of this experience in developing countries;
· Ability to work with various counterparts, implementing partners, and host country government stakeholders;
· Ability to travel to remote and challenging areas to conduct evaluation activities and provide technical expertise;
· Fluency in both oral and written communication in English is required;
· Superior written and oral communication skills in both English and Chichewa is preferred;
· Prior experience on similar projects with USAID or other donors is required.
