Position Description
IBTCI is seeking a Monitoring and Evaluation (M&E) Specialist to serve under a long-term USAID/Malawi Early Grade Reading Monitoring and Evaluation (M&E) project in Malawi. The Monitoring and Evaluation (M&E) Specialist will be responsible for undertaking M&E activities under the supervision of the Chief of Party (COP). The position will be dually located in the United States and Malawi and is contingent upon award.
Responsibilities
The responsibilities of the Monitoring and Evaluation Specialist could include, but are not limited to:
  • Overseeing the enhancement of performance reporting systems;
  • Leading the design and application of Early Grade Reading Assessment methodologies in all aspects of the Monitoring and Evaluation Program;
  • Creating assessments which include mixed methods evaluations;
  • Leading the application of qualitative and quantitative approaches to the Mission’s data gathering and analyses for assessments, evaluations, baselines, data quality assessments and other M&E data gathering efforts;
  • Advising and developing monitoring, evaluation and learning plans of implementing partners;
  • Building capacity in these areas of responsibility in the Mission and its implementing partners;
  • Streamlining data collection between IPs and USAID;
  • Preparing the Mission Performance Monitoring Reports (for their relevant DOs);
  • Developing and carrying out/overseeing evaluations;
  • Overseeing the local data collection sub-contractors and ensuring compliance with the Field Monitoring Protocol as well as any other activities in Monitoring and Evaluation Assistance.
Requirements
· Education; Master’s Degree in International Development, International Relations, M&E, Statistics, or a related field is required, Ph.D. is preferred.
· Experience in designing and leading both quantitative and qualitative Monitoring and Evaluation (M&E) methodologies and activities in developing countries, Sub Saharan Africa experience is required, Malawi experience is desired;
· Progressively responsible professional experience in Monitoring and Evaluation with Monitoring and Evaluation activities within complex international development contexts in the areas of Education.
· Experience in Early Grade Reading Assessments and Impact Evaluations is required;
· Excellent team work, inter-personal, verbal and written communication, presentation and facilitation skills;
· Strong quantitative, analytical background in cost-benefit analysis, education methodologies, or statistical systems;
· Must be professionally fluent in written and spoken English.
