Position Description
IBTCI is seeking a Local Finance and Administration Manager to serve under a long-term USAID/Malawi Early Grade Reading Monitoring and Evaluation (M&E) project in Malawi. This position will be located in Malawi and is contingent upon award. Experience in Malawi is required. Local Malawian candidates that meet position requirements are strongly encouraged to apply.
Responsibilities
The responsibilities of the Finance and Administration Manager could include, but are not limited to:
  • Overseeing general office set up and management;
  • Overseeing the management of Human Resources issues in conjunction with the Chief of Party;
  • Managing the project office and directly supervising other project staff;
  • Designing and implementing Finance, Accounting, Human Resources, and procurement manuals based on IBTCI and USAID rules and regulations;
  • Managing payroll functions;
  • Managing, processing, and accounting for all expenditures under the project;
  • Assisting in the development and reporting against annual budgets as well as quarterly forecasts against budgets;
  • Allocating project funds among various program activities with the authorization of the team leader;
  • Overseeing and ensuring adequate project profitability;
  • Setting up and refining financial systems to IBTCI and USAID requirements;
  • Preparing regular reports (quarterly, annual, bank reconciliation, cash flow, etc.) as necessary;
  • Supporting financial and programmatic audits as necessary.
Requirements
  • Education; Degree in Business Administration, Accounting or a related field required;
  • At least 8 years of experience in successful management (financial, administrative, logistical) of international projects;
  • Deep understanding of policies and regulations related to USAID project funding, sub-contracting, and reporting requirements;
  • Demonstrated skills in financial and administrative oversight of USAID-funded projects;
  • Experience in working with regional projects is a distinct advantage;
  • Detailed understanding of management and accounting practices in Malawi required;
  • Must be professionally fluent in written and spoken English and Chichewa.
