Position Description
IBTCI is seeking a Chief of Party (COP) for a long-term Early Grade Reading (EGRA) M&E project. Position will be located in Malawi. The COP must have strong management and leadership skills, and actively engage in all aspects of program management. S/he will serve as the main point of contact between USAID and IBTCI, and will have close, daily collaboration with the client and project in-country staff. This position is contingent upon award and will be based dually in Malawi/United States.
Responsibilities
· Provide strategic direction and technical leadership to produce project results and deliverables, and overall management of the operational, financial, and administrative aspects of the project;
· Serve as the project’s primary liaison with USAID, government counterparts, academic institutions and local partners; collaboratively implement a strategic, long-term programmatic vision;
· Provide technical and administrative direction and guidance, place and support all technical experts carrying out technical requirements;
· Develop and oversee an annual project cycle, work planning, implementation, monitoring, and reporting in accordance with the USAID annual planning cycle;
· Monitor the progress and pace of project implementation, assuring that the full potential of the program is realized through the promotion of high-quality work and internal quality control;
· Supervise the work and assess the performance of all long term and short term advisors, consultants, and staff;
· Clarify roles, delegate responsibilities to senior staff, and clearly communicate expectations for staff contribution to project activities;
· Manage and supervise the work of all long term and short term advisors and subcontractors, in compliance with USAID rules and regulations;
· Oversee project work planning, performance management, and strategic communications.
Requirements
· Education; Master’s Degree in International Relations, International Development, Business Administration, Economics, Statistics or a related field is required. Ph.D., is desirable;
· At least 10 years of experience in managing Monitoring and Evaluation (M&E) programs, particularly in education projects in developing countries, is required, experience in Early Grade Reading projects is highly valuable;
· Previous experience managing large USAID M&E contracts, a focus in education is desirable;
· Experience in establishing M&E systems, particularly of education programs is highly desired;
· Financial management experience, including budgeting; overseeing grants management; financial management (tracking, reporting and accounting);
· Experience in overseeing program start-up and close-out, and hiring, training, and supervising local personnel is highly desired;
· Must be professionally fluent in written and spoken English;
· Experience in Malawi and/or Sub-Saharan Africa is required.
