The Deputy Chief of Party (DCOP) will assist the Chief of Party (COP) in ensuring overall coordination, implementation, and supervision of all WV Malawi (WVM) Development Food Assistance Program (DFAP) resources and operations. S/he will have day-to-day responsibility for the management of all program activities and staff, including long-term and short-term personnel. Key areas of focus will include staff capacity building, monitoring technical soundness, oversight of program activities, and reporting. The potential funding for the grant is $50-60 million over the course of three to five years.

RESPONSIBILITIES INCLUDE:
• Assist the COP in ensuring overall implementation and achievement of program objectives through supervision of WV Malawi DFAP resources and operational day to day responsibility for the management of all program activities and staff, both short term and long term.
• Supervise a professional team in the accomplishment of the program strategic objectives and intermediate results, including staff capacity building, monitoring for technical soundness, oversight of program activities, and reporting.
• Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements and local Malawian law.
• Work with the COP to provide strategic leadership and supervision of sub-grantees and sub-contractors while ensuring the security, feasibility, and sustainability of the program.
REQUIRED SKILLS INCLUDE:
• Master’s Degree in Agriculture, Health, Nutrition, Development Economics, Business, or another field directly related to the DFAP program.
• A minimum of five years of overseas international management experience, preferably in administering USAID and/or Food for Peace programs is required, with a preference for two years of experience overseeing USG food aid programs (Title II or USDA).
• Proven ability to manage integrated, multi-sectoral technical assistance teams and in the management of large integrated programs in developing countries.
• Demonstrated accomplishment in collaboration with host-country professionals, ministries, and with donor colleagues in country.
• Familiarity with U.S. Government (USG) food aid legislation and regulations and mastery of USAID regulations governing such programs.
• English fluency is a requirement for this position.
