Diignitas International is a medical and research organization dedicated to transforming patient health and health care systems for the most vulnerable people. The Medical Manager (MM) is responsible for oversight, development and leadership of the Dignitas International (DI) Malawi medical programme. The MM is responsible for developing the HIV/AIDS Clinic at the zonal referral hospital into a Centre of Excellence. With the decentralization HIV-related care, the MPM works with six District Teams and a cadre of specialized Coordinators to support supervision, mentoring and training of health care workers, in both Ministry of Health and mission health facilities. Programme development focuses on provision of quality HIV and TB testing and care, improved ART uptake and adherence, specialized care for adolescents, integration of care for non-communicable diseases, pharmaceutical and lab support. Monitoring, innovation and research are coordinated with other DI departments and partner organizations to enhance patient care. The MM is also responsible for maintaining relationships with and regularly reporting to the Ministry of Health, donors and partners. As a member of the DI Management Team (MT), the MM contributes to the overall management and direction of the DI Malawi Country program. This position is funded by the United States Agency for International Development (USAID).
Key Deliverables/Tasks
Medical Technical Leadership & Program Development • Participate in developing and realizing the DI Strategic and Annual Plans, from a medical perspective • Oversee implementation of DI medical activities and programme quality. This includes proposing, piloting and integrating initiatives to strengthen the quality of medical programme delivery, mentoring support, and improvements in patient health care • Contribute to specialized clinical HIV care at the Tisungane Clinic at Zomba Central Hospital and support to the District Hospital • Contribute to proposal writing for medical and cross-departmental initiatives • Provide technical input and expertise to the development of priority, HIV-related national guidelines and policies. Oversee the uptake of relevant health care guidelines, research results, and practices to ensure the program reflects national and global health developments. • Collaborate with stakeholders to achieve planned results and avoid duplication of efforts or wasting of resources • Seek and secure new funding for DI medical programs
Supervision & Management • Provide supportive supervision, coaching and mentoring for medical team members to ensure safe quality medical practices. Build a strong Medical Department that fosters good team communications and supports HR & Administration Department policies and procedures. • Provide direct supervision and support to the Tisungane Clinic Coordinator, District Programme Manager, Zonal Programme Coordinator, and Medical Department Administrator -Develop/revise job descriptions -Interview, select and orient new Medical Department staffPerformance management (including alignment of workplans to program deliverables and budgets, performance appraisals and management of disciplinary issues) -Identify and support staff training • Bring medical issues to the Management Team and represent MT policies and decisions to the Medical Department staff
Reporting, Monitoring and Evaluation • Lead the Medical Department in developing and monitoring workplans and budgets • Develop and manage the Medical Department budget, ensuring optimal achievement of results with available resources • Ensure timely and accurate medical data collection and analysis to produce timely quality internal and external results-focused reports for DI, donors and partners • Work with the Monitoring and Evaluation (M&E), Research and Data Departments to bring medical challenges forward for evaluation and development of innovative programme initiatives • Work with the Finance and Logistics Departments on financial reporting, cash flow projections and linking financial information to programme results
Operational Research In collaboration with the M&E, Research and Data teams: • Actively contribute to the formation, design, and analysis of qualitative and quantitative operational research • Support collaboration between the Medical, Research, M&E and Data teams • Actively incorporate new evidence into programming to improve patient outcomes through contributing to the dissemination of DI medical and research findings and to the use of findings from other organizations or institution • Facilitate medical team reviews to bring medical challenges and successes forward
External Representation • Ensure representation of DI at District and Zone levels • Represent DI to partners and donors at national level • Actively participate in MoH Technical Working Groups (TWGs) • Contribute to the presentation of DI findings and lessons learned, including representation at meetings and conferences outside Malawi
Occupational Health & Safety (OHS) • Work with the HR&Administration Manager and Country Director to ensure Occupational Health and Safety guidelines are relevant and implemented • Support the Dignitas HIV Workplace Committee • Support staff medical care and policies
Qualifications
REQUIRED
• Medical Doctor • Master Degree in Infectious Diseases, Public Health or a related field • At least 3 years of HIV-related work in an African context • Fluent in English • Computer Skills (Word, Excel, Outlook) • Strong interpersonal skills
PREFERRED • Previous NGO experience • Previous research and publishing experience • Epidemiology or Statistical training-
