Overview:
One of the hallmarks of the Clinton Health Access Initiative (CHAI) is simultaneous and intensive engagement on the demand and supply sides of the market to improve access to medicines and diagnostics for patients in developing countries. CHAI’s Drug Access Team (DAT) works to address supply-side barriers to access and to foster a healthy marketplace to ensure the sustainable supply of essential medicines at lower prices, CHAI’s country teams partner with national governments to strengthen the systems required to deliver treatment.
CHAI Swaziland is seeking a highly motivated individual with outstanding credentials, analytical ability, and communication skills for the position of Procurement Analyst. The Analyst will provide direct support to the Ministry of Health (MoH) Procurement Unit in the form of consultative support, development and introduction of new processes, capacity building and skills transfer with the aim of to resolving procurement challenges that have an impact on the continuous supply of medicines and diagnostics.

Responsibilities:
- Support capacity building within the Procurement Unit to ensure value for money in procurement and security of supply through improved contract management
- Improve the current supplier performance review framework and integrate it into the various facets of the procurement process
- Strengthen the procurement process to institutionalize the use of benchmark prices and other non-price factors during the tender process for ARVs, laboratory diagnostics, and other health commodities
- Enhance coordination with the Central Medical Stores, National Laboratory Warehouse and Financial Controller to improve timely payments to suppliers
- Identify opportunities and implement actions to achieve cost efficiencies in the procurement processes
- Support the Procurement Unit to build stronger relationships with suppliers, and foster collaboration & teamwork within the unit
- Develop and implement operational efficiencies within the Procurement Unit, standardized tools, practices & procedures shortening the quotation, RFP, decision making and evaluation time
- Perform other duties as required.
Qualifications:
- Bachelor’s degree/tertiary degree in business, purchasing or related fields
- Minimum of two years of professional experience required (ideally with increasing responsibilities & demonstrated career progression), with preference for experience in supply chain management
- Strong problem solving, analytical, and quantitative skills, including experience with MS Excel and PowerPoint
- Ability to navigate complex government and supplier processes and favorably influence decision-making in a professional and collaborative manner
- Demonstrated ability to perform consistently at a high level in unstructured, high-pressure situations
- Ability to handle multiple tasks simultaneously, set priorities, and work independently and flexibly with a strong commitment to excellence and limited supervision
- Strong written and oral communication skills in English and proficiency in SiSwati/SiZulu.
- CIPS degree
- Knowledge of ERP systems.
