Chemonics seeks short-term technical specialists for the five-year, USAID-funded Feed the Future Enabling Environment for Food Security program focused on supporting USAID missions and USAID/Washington in diagnosing and addressing targeted enabling environment factors that promote agriculture sector and food security growth. The program will provide USAID mission-level analytical and diagnostic work on factors related to the agribusiness enabling environment, rapid mobilization of expert teams from global networks of agricultural specialists, development and implementation of training on advanced topics related to the enabling environment for food security, and knowledge management support. We seek technical specialists with experience in the following areas:
.Agricultural inputs
.Agricultural legal and regulatory systems
.Agricultural trade
.Gender
.Sanitary and phytosanitary systems
.Seed specialist
Responsibilities include:
.Analyze legal and institutional factors and prioritize actionable recommendations and options, to assist in strategic programming and project design and to achieve regional and country level objectives using existing diagnostic tools or through development of custom analytical frameworks as needed
.Prepare technical briefs that expand and improve USAID mission understanding and use of activities that promote improved enabling environments for food security
.Develop tools and products that enable USAID and stakeholders to make informed decisions
.Support USAID mission and USAID/Washington staff with development of materials for public presentations through evidence-based approaches
.Contribute to the knowledge base on how laws, regulations, and social norms interact to create different institutional outcomes, integrating crosscutting themes such as gender, climate change, and nutrition
.Conduct public presentations, including online events such as webinars, related to assessments and other activities carried out through the program
.Design and conduct training for USAID staff on food security enabling environment topics to ensure that regional and bilateral Missions implement the recommendations generated through technical analysis and stakeholder-led processes
.Provide USAID missions with on-site, short-term technical assistance as needed to achieve country and regional objectives, including implementation and monitoring and evaluation support
Qualifications:
.Advanced degree in relevant field required
.Minimum five years international development experience, preferably on USAID-funded agriculture program
.Work experience in multiple geographic regions
.Familiarity with USAID's Feed the Future Initiative
.Strong ability to work collaboratively with multiple USAID missions and USAID/Washington
.Excellent written and oral communication skills
.Demonstrated leadership, versatility, and integrity
.Fluency in English required
